Sec. 19-61. - Created.

There is hereby created a public services department which department shall be under the direction and control of the public services director and subject to the general administrative direction of the city manager.

Sec. 19-62. - Public services director—Office created; qualifications; appointment.

(a)

The position of public services director is hereby created.

(b)

The public services director shall be a person qualified by training and experience and demonstrated ability to manage the affairs of the department. The public services director shall be appointed by the city manager in conformance with the provisions of section 2-74.

Sec. 19-63. - Same—Duties.

The functions and responsibility of the community services and public works directors shall be to:

(1)

Serve as chief administrative and technical advisors to the parks, community and human services commission.

(2)

Attend meetings of the commission and to make such reports to the city manager, to the commission or to the city council as shall be required.

(3)

Employ required personnel, such as assistants, supervisors, leaders, and clerical and maintenance employees, in accordance with the personnel service system of the city, and to supervise them in the performance of their various duties.

(4)

Administer, operate and maintain existing park and recreation areas and facilities and plan for the acquisition, development and operation of the proposed facilities in accordance with approved policies.

(5)

Conduct studies of local conditions and needs for parks, recreation and community services.

(6)

Provide, upon request, assistance of a technical nature to community agencies and organizations having problems relating to facilities and community services programs.

(7)

Inform the general public of the services, programs, and facilities being provided by the public services department.

(8)

Solicit suggestions from the general public to improve or increase the delivery of the service.

(9)

Cooperate with governmental and voluntary organizations and agencies in the furtherance of recreation, cultural, health and fitness, and senior services.

Prepare a departmental budget for submission to the city council through the city manager.

(11)

Perform such other functions as the city manager may direct.
