Sec. 25-151. - Required.¶
No person shall grade, prepare, subgrade, pave or construct sewers, drains, curbs, gutters, driveways, sidewalks, manholes, catchbasins or similar structures or works in any street, alley or way which is dedicated or proposed to be dedicated for public use within the city unless and until a permit for the work has been issued by the public works department in accordance with the provisions of this division.

Sec. 25-152. - Application.¶
Any person desiring a permit as required by section 25-151 shall present a written application therefor to the public works department, setting forth the name and address of the applicant, details concerning the location, nature and extent of construction intended to be made, and the purpose for which such construction is to be made and used.

Sec. 25-153. - Fees established; single permit for large projects.¶
(a) Each application for a permit under this division shall be accompanied by an application fee of $20.00. Permits shall be required for each excavation done by any public utility or government agency, person, company, nonprofit organization or corporation.
(b) For each job or project of construction, repair or alteration of sidewalks, curbs, gutters, driveways, subgrades, pavements, manholes, catchbasins and other similar structures, and for excavating, laying and backfilling sewers and drains, and for all work for which lines, grades, and specifications therefor shall be approved by the director of public works, a charge for inspection shall be made and paid at the following rates:
Curb, gutter, or curb and gutter:
For the first 400 linear feet, per linear foot .....$ 0.06
For the next 600 linear feet, per linear foot .....0.03
All over 1,000 linear feet, per linear foot .....0.02
Cross gutter:
For the first 400 square feet, per square foot .....0.04
For the next 600 square feet, per square foot .....0.02
All over 1,000 square feet, per square foot .....0.01
Sidewalk:
For the first 400 square feet, per square foot .....0.02
For the next 600 square feet, per square foot .....0.01
All over 1,000 square feet, square foot .....0.005
Driveway approach (including sidewalk or curb area if sidewalk or curb is not also being constructed):
For the first approach .....4.00
For the next two approaches, per approach .....3.00
All over three approaches, per approach .....2.00
Bituminous paving (including grading):
For the first 20,000 square feet, per 100 square feet .....0.17
For the next 10,000 square feet, per 100 square feet .....0.10
All over 30,000 square feet, per 100 square feet .....0.07
Portland cement concrete paving (including grading):
For the first 20,000 square feet, per 100 square feet .....0.23
For the next 10,000 square feet, per 100 square feet .....0.14
All over 30,000 square feet, per 100 square feet .....0.10
Sewer or drain piping (including excavation, laying and backfilling), all sizes not exceeding 12 inches in diameter:
For the first 400 linear feet, per linear foot .....0.06
For the next 100 linear feet, per linear foot .....0.05
All over 500 linear feet, per linear foot .....0.04
Manholes, catchbasins, vaults, etc.:
For the first four units, per unit .....5.00
For the next six units, per unit .....4.00
All over ten units, per unit .....3.00
For special drainage structures, conduits or sewer or drain piping exceeding 12 inches in diameter, the inspection fee shall be two percent of the estimated cost of the work, to be done as determined by the director.
Minimum inspection fee .....20.00
(c) Work performed at more than one location within a block or within a new subdivision and which is to be performed as a single project may be considered as a single job or project and a single permit may be issued for such work.

Sec. 25-154. - Amendment of fee schedule.¶
The fees adopted by this article are the initial fees, but the fee schedule may be amended by resolution of the city council from time to time at the second meeting of the city council held in the month of January of each year and at the second meeting of the city council held in the month of July of each year. Any such amendment made at the January meeting shall become effective on the first day of the following month of February, and any such amendment made at the July meeting shall become effective on the first day of the following month of August.

Sec. 25-155. - Changes in permit.¶
No changes may be made in the location, dimensions or character of work authorized to be done in a permit issued under this article except on written authorization from the director of public works. All work described in a permit shall be completed unless the permit is changed in writing by the director or unless the permit is cancelled and the right-of-way restored to its former condition.
