Sec. 25-31. - Definitions.

For purposes of this article, the following words and phrases shall have the meanings ascribed to them in this section:

Building means any type of structure normally used as a place of habitation, business or storage (other than a storage shed which is generally available for purchase at a retail facility and which may be loaded within the bed of a standard pickup truck or within a car), or for the shelter of animals (other than an animal house for domestic pets which may be loaded within the bed of a standard pickup truck or within a car).

Oversize loads means any vehicle or load, other than a building carried on a vehicle, which exceeds a height, weight, length and load limitation set forth in the state vehicle code, and the exceptions therein authorized.

Unusually large or heavy loads means any load which meets any one of the three following criteria:

(1) Loads in excess of 14 feet wide.

(2) Loads in excess of 135 feet in overall length.

(3) Loads which are of a weight which require:

a. More than a 13-axle single-vehicle width hauling combination; or

b. A 13-axle single-vehicle width hauling combination with a load deck where the inner axles in the group bordering the load deck are 40 feet or more apart; or

c. Two or more side-by-side vehicles with a combined width of 14 feet or more supporting the load.

Sec. 25-32. - Safety requirements.

It shall be the duty of every person moving any building or oversize load over public streets, alleys or places to provide warning flags, lights or reflectors in such locations on the building or oversize load as to clearly indicate the existence of a hazard in all directions from which traffic may approach. Lights and reflectors shall be used between sunset and sunrise and at such other times as may be required by the public works director. In addition to the warning flags, lights and reflectors required by this section, a flagman shall be stationed approximately 300 feet from the building or oversize load in the direction of any normal traffic flow. In all cases where a building or oversize load projects over the centerline of the street, a flagman shall be stationed 300 feet ahead of and another flagman 300 feet behind the building or oversize load. The public works director is authorized to require such additional warning and safety measures as he may deem necessary to safeguard the public.
