There is hereby created a public works department, which department shall be under the direction and control of the public works director and subject to the general administrative supervision of the city manager.

The city engineer shall be a registered civil engineer of the state.

The public works director, in conformance with applicable state laws and this Code, and subject to the approval of the city manager, shall organize and maintain such divisions in the department as the operations of the department may in the judgment of the public works director require. The public works director shall be responsible for the direction, supervision and control of all divisions of such department and for the performance of the functions assigned to the department pursuant to this division. Duties also include the functions of the street superintendent and the sewer superintendent.

The functions of the public works department shall be:

(1) Design, construction, maintenance and clearing of all streets, alleys and other public ways.

(2) Design, construction, maintenance and operation of the sanitary sewer and storm drain systems of the city.

(3) Supervision of the design, construction, operation and maintenance of all city buildings, shops and yards.

(4) Removal of all obstructions in all streets, alleys and other public ways.

(5) Supervision of all work done on, in and under streets, alleys and other public ways by anyone other than the city.

(6) Issuance of permits, in conformance with applicable state laws, this Code and other ordinances for the performance of work on, in or under the streets, alleys and other public ways or for the use of the streets, alleys and other public ways for any purpose other than public use.

(7) Performance of all phases of engineering work required in connection with all the functions of the city.

(8) Keeping of records of surveys and measurements made, which records shall become the sole property of the city and shall be open for public inspection.

(9) Performance of such other functions as may be assigned by the city manager or prescribed by the city council or by applicable state laws.
