Sec. 17-331. - Required; term of license.

Any person who is the owner of or has charge or control of a bicycle purchased or operated within the city shall register and procure a license for such bicycle as provided in this division. Each license shall be effective on January 1 of each year to and including December 31, for a period of three years following the date of issuance and until such license's stated expiration date. Licenses required after January 15, 1976, shall be due and payable at the time of registration of the bicycle and become delinquent 15 days thereafter.

Sec. 17-332. - State license.

Every person shall be required to register or procure a state license for any bicycle which is operated upon any street, road, highway or public property, except those exempt under Vehicle Code § 39000.

Sec. 17-333. - Issuance of license.

The safety chief administrator or his duly authorized agent shall issue bicycle licenses upon written application accompanied by the fee prescribed in section 17-335. The safety chief administrator may designate as his duly authorized agents persons who hold valid business, professional or occupational tax registration certificates to engage in the business of buying or selling bicycles or bicycle frames within the city. Licenses may be issued to such agents in quantities as determined by the safety chief administrator and shall be sold by such agents for a fee no more nor less than the fee prescribed in section 17-335. Each agent will be compensated at a rate of $0.50 per license issued by such agent.

Sec. 17-334. - Decal or plate; records.

Upon receipt of the decal or license plate, it shall be the responsibility of each licensee to affix such decal or license plate to the horizontal bar under the seat in such a manner as to be plainly seen. Each license shall remain attached to the frame of the bicycle for which the license was issued for the existence of that license. The safety chief administrator shall keep a record of each license, date of issuance, to whom issued and the number thereof.

Sec. 17-335. - Fees generally.

Licenses shall be issued on a three-year basis at a cost of $1.00 per year, prorated annually, effective January 1 of each year following the issuance of such license. If a tag is lost, or if a transfer in ownership is desired, a one-time fee of $2.00 shall be paid.

Sec. 17-336. - Disposition of fees.

All fees and monies collected by the safety chief administrator or his duly appointed agents pursuant to the provisions of this article shall be delivered once a month to the city treasurer, who shall place the sum in the general fund.
