Sec. 17-391. - Definitions.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Operator means any person owning, operating or maintaining a raceway, racetrack or drag strip.

Race day means any day during which a race, time trial or other approved demonstration or exhibition is run or conducted, or in which paid admission is collected.

Sec. 17-392. - Notice to police department; deposit of estimated expenses.

Whenever a race, time trial or other demonstration or exhibition is run or conducted, the racing operator shall notify the police department of the city at least five days in advance thereof, and shall deposit with the department funds sufficient to defray the expense to the city for the time spent by police personnel during a race day for police protection or traffic control.

Sec. 17-393. - Hours of operation.

It is unlawful for any person to operate or to use or permit to be operated or to be used any automobile, motorcycle or other vehicle, engine or motor of whatever size, stationary or moving, when used on a track or course, not being a public highway, between the hours of 11:00 p.m. of any day and 9:00 a.m. of the following day, and any act in violation of this section is hereby declared to be a public nuisance and shall be abated by the city attorney as permitted by law.

Sec. 17-394. - Consumption of alcoholic beverages on premises prohibited; signs.

The operator of any raceway, racetrack or drag strip shall not allow or permit the sale, possession or consumption of beer or other alcoholic beverages on the premises, and shall post signs prohibiting such sale, possession or consumption. The size and wording of such signs shall be determined by the safety chief administrator.

Sec. 17-395. - Sanitary facilities.

All raceways, racetracks and drag strips shall have adequate sanitation facilities for use during races, demonstrations or exhibitions, which facilities shall be approved by the county health department.

Sec. 17-396. - Police protection and traffic control.

All operators shall, at their own expense, provide either city police protection or duly deputized private patrol protection during a race day while demonstrations or exhibitions are being conducted on the premises, which protection shall consist of a minimum of two police officers or private patrolmen plus such others as may be required by the safety chief administrator.

Sec. 17-397. - Insurance.

All raceway operators shall indemnify and hold harmless the city, the city council and all officers, agents and employees of the city against any liability for injury to person or damage to property occurring as a result of the operation of the raceway, and shall take out policies of insurance covering public liability property damage in the sum of $200,000.00, $500,000.00 personal injury and $50,000.00 property damage with an insurance carrier approved by the city, which policies shall name the city as a named insured and shall provide that such insurance shall not be cancelled without at least ten days' written notice to the city, and shall file a copy thereof with the city manager prior to conducting any demonstration, races or time trials or any exhibitions on the premises.

Sec. 17-398. - Ambulance to be present.

Whenever a race, time trial or other demonstration or exhibition is run or conducted, the racing operator shall have an ambulance which has been duly franchised by and approved by the city on the premises.

Sec. 17-399. - Compliance with fire safety and building requirements.

Whenever a race, time trial or other demonstration or exhibition is run or conducted, the racing operator shall comply with all requirements and regulations set by the chief of the Central Valley Fire Protection District and the city building and safety department.
