7.13.010 - Festival street peddlers defined.¶
As used in this chapter, "festival street peddler" includes any person who goes from place to place along streets, sidewalks, or other public ways during the period declared by resolution of the city council and set aside for the celebration of the annual Fillmore Festival and who engages in the business of selling, contracting or soliciting to sell, taking orders for or offering to sell or take orders for goods, wares, merchandise or products or commodities.

7.13.020 - License required.¶
It is unlawful for any person to engage in the business of a festival street peddler within the city without having first applied and received a license therefor.

7.13.030 - License tax.¶
The license tax for a festival street peddler is five dollars per year per peddler.

7.13.040 - Prerequisites to issuance of license.¶
No license shall be issued except to an applicant who is a nonprofit association or organization for war veterans, patriotic, welfare, city betterment, religious or charitable purposes, having its principal and permanent meeting place in the city and having been organized and established in the city for a minimum of three years immediately preceding filing of the application for the license and having at least thirty-five bona fide members at the time of application.

7.13.050 - Application for license.¶
(a) Application for a license under this chapter shall be made to the city clerk,
(1) Made in writing accompanied by a tender of the license tax;
(2) Made after the second Tuesday in April in each year and before the first day of May.
(b) The city clerk shall notify the applicant for any such license of the granting or denial of the application on or before the second Monday of May.
