14.60.010 - Definitions.

(a) "Bicycle" means a light two-wheeled vehicle with handle bars and a seat or seats propelled by the operator or by a motor. It includes vehicles commonly known as motorized bicycles, but it does not include vehicles commonly known as motorcycles.

(b) "Sidewalk" means any public sidewalk, path, walk or other public area for pedestrian traffic in the city.

14.60.020 - License required.

It is unlawful for any person to operate or use a bicycle propelled wholly or in part by muscular power upon any of the streets, alleys or public highways of the city without first obtaining from the police department a license therefor.

14.60.030 - Effective term of license.

The Police Department is authorized and directed to issue, upon written application, bicycle licenses which shall become effective on the date of issue and shall be good until revoked or until the bicycle for which the license was issued is sold, transferred or demolished. Said licenses when issued shall entitle the licensee to operate such bicycle for which said license has been issued, upon all the streets, alleys and public highways.

14.60.040 - Attachment of plates.

The city shall provide metallic license plates and seals, together with registration cards and holders therefor, the metallic license plates and registration cards having numbers stamped thereon in numerical order, beginning with Number I, with the letters FBL stamped thereon; such metallic license plates shall be suitable for attachment upon the frames of bicycles, and it shall be the duty of the police department to attach one such metallic license plate to the frame of each bicycle and to issue a corresponding registration card to the licensee upon the payment of the license fee herein provided for. Such metallic license plate shall remain attached during the existence of such license. The Police Department shall also keep a record of the date of issue of each license, to whom issued, and the number thereof.

14.60.050 - Mutilation of plates.

It is unlawful for any person to wilfully or maliciously remove, destroy, mutilate or alter the number of any bicycle frame licensed pursuant to this chapter. It is also unlawful for any person to remove, destroy, mutilate or alter any license plate, seal or registration card during the time in which such license plate, seal or registration card is operative. Provided, however, that nothing in this chapter shall prohibit the police department from stamping numbers on the frames of bicycles on which no serial number can be found, or on which said number is illegible or insufficient for identification purposes.

14.60.060 - Fee.

The license fee to be paid for each bicycle shall be paid prior to issuance of the license. Pursuant to Section 14.60.090, such license may be transferred when the ownership of the bicycle is transferred and shall be payable prior to the registration for such transfer. All license fees provided for in this chapter shall be set by resolution of the city council from time to time and shall be paid to such funds and organizations as the city council may prescribe by resolution.

14.60.070 - Buying of secondhand bicycles.

All persons engaged in the business of buying secondhand bicycles are hereby required to make a report within ten days of such purchase to the police department, giving the name and address of the person from whom each bicycle is purchased, the description of each bicycle purchased, the frame number thereof, and the number of the metallic license plate found thereon, if any.

14.60.080 - Sale of bicycles.

All persons engaged in the business of selling new or secondhand bicycles are hereby required to make a report within ten days of such sale to the police department, giving the name and address of each person to whom sold, the kind of bicycle sold, together with a description and frame number thereof, and the number of the metallic license plate attached thereto, if any.

14.60.090 - Report of transfer.

It shall be the duty of every person who sells or transfers ownership of any bicycle, to report such sale or transfer by returning to the police department the registration card issued to such person as licensee thereof, together with the name and address of the person to whom said bicycle was sold or transferred, and such report shall be made within ten days of the date of the sale or transfer. It shall be the duty of the purchaser or transferee of such bicycle to apply for a transfer of registration therefor within ten days of the sale or transfer.
