§ 14.36.001. Purpose.

It is the purpose of this chapter to establish regulations and procedures regarding pedestrians and pedestrian facilities.

§ 14.36.005. Pedestrians Subject to Traffic Control.

Pedestrians shall be subject to traffic control signals installed and maintained pursuant to this title.

§ 14.36.010. Establishment of Crosswalks.

A. The City Traffic Engineer shall establish, designate, and maintain crosswalks at intersections and other places by appropriate devices, markers or lines upon the surface of the roadway as follows:

Crosswalks shall be established and maintained where the City Traffic Engineer determines that there is a need for marked pedestrians crossing on the roadway subject to the limitation contained in subsection B of this section.

B. Other than crosswalks at intersections, no crosswalk shall be established in any block which is less than 400 feet in length. Elsewhere not more than one additional crosswalk shall be established in any one block and such crosswalk shall be located as nearly as practicable at midblock.

§ 14.36.020. Use of Crosswalks.

No pedestrian shall cross a roadway other than by a crosswalk in any business district.

§ 14.36.030. Crossing at Right Angles.

No pedestrian shall cross a roadway at any place other than by a route at right angles to the curb or by the shortest route to the opposite curb except in a marked crosswalk.

§ 14.36.040. Standing in Roadways.

No person shall stand in any roadway other than in a safety zone or in a crosswalk if such action interferes with the lawful movement of traffic. This section shall not apply to any public officer or employee, or employee of a public utility when necessarily upon a street in line of duty.

§ 14.36.050. Pedestrian Tunnels.

It shall be unlawful for any pedestrian to cross any highway within 500 feet of any regularly established and maintained underpass, subway, bridge or grade separation intended for the use of pedestrians in crossing highways except by the use of such underpass, subway, bridge, or grade separation.
