8.36.010 - Vacant structure—Defined.¶
For purposes of this chapter, a vacant structure shall be defined as a building which has remained unoccupied for a period of more than thirty days. A structure shall not be deemed vacant for purposes of this chapter if construction or alteration is in progress pursuant to a valid, unexpired building permit.

8.36.020 - Fire risks.¶
Vacant structures shall be maintained in a manner which does not create an unreasonable risk of fire resulting from, but not limited to, the failure to remove weeds and properly care for vegetation, the storage of flammable liquids or other materials which constitute a safety or fire hazard.

8.36.030 - Maintenance of vacant structures.¶
A. All doorways, windows and other openings into vacant structures shall be maintained in a manner which secures the structure from unauthorized entry.
B. Vacant structures and adjoining yard areas shall be maintained free of graffiti, debris, combustible materials, litter and garbage and shall be maintained in a manner which does not create the appearance of an unsecured or unoccupied structure.
C. The exterior surfaces of vacant structures, including any boarded windows or doors, shall be applied with sufficient paint, siding, stucco or other finish to weatherproof the vacant structure and to create a sufficient appearance of repair so as to remain in harmony with the maintenance standards of adjacent property and to deter unauthorized occupation.

8.36.040 - Enforcement.¶
Failure to maintain a vacant structure and the adjoining yard area in conformance with the standards contained in this chapter shall constitute a public nuisance. Violations of this chapter may be enforced through a nuisance abatement action in the manner provided in Chapter 8.34 of this code or through any other means provided for under state or local law.
