13.08.010 - Obstructing public ways.¶
A. No person shall cause to be placed or place upon any public street, way or sidewalk, anything which shall obstruct or prevent the use of such street, way or sidewalk for travel by the public.
B. No person shall place, install or maintain, or cause to be placed, installed or maintained, in, upon or over any public way, street or sidewalk, any structures, poles, hydrants, posts or signs, except those erected or maintained by permission or order of the council; provided, however, that this section shall not apply to:
Poles or standards for flags or banners used during any celebration or public occasion for decorative and patriotic purposes;
Trees, named in the city's official tree list, planted between the outer line of a sidewalk and the curb, and barriers for the protection of such trees;
Materials used in the construction or repair of any building, when permission to place the same has been obtained from the city manager.

13.08.020 - Removal of rubbish.¶
No person shall allow empty boxes, barrels, rubbish, trash, waste paper, excelsior or other combustible material to remain longer than thirty-six hours in any alley, sidewalk, private driveway or premises within thirty feet of any building.

13.08.030 - Owner to keep property clean.¶
Every owner, lessee, occupant, agent, claimant, or any other person having possession or control of any lands or lots of lands within the city, fronting on any improved street, shall remove all rubbish, weeds, and debris from areas between the property line of such lands, or lots of lands, and the curb line, and shall keep said space between the property line of such lands or lots of lands and the curb line free at all times from such matter.

13.08.040 - Violations.¶
Failure to comply with the provisions of this chapter shall constitute a public nuisance which may be abated pursuant to the procedures set forth in Chapter 8.34 of this code. Any person, firm or corporation who violates the provisions of this chapter is also guilty of a misdemeanor. The penalty for a misdemeanor is set forth in Chapter 1.08 of this code.
