13.04.010 - Zero datum plane.¶
For the purpose of establishing grades of the streets, avenues, boulevards, highways, lanes, alleys, curbs and block intersections, or other public thoroughfares of the city, the following designated zero datum plane shall be taken as the base of starting:
At a point 66.107 feet below the top of the brass cap of the monument heretofore placed by the United States Geological Survey in front of the El Cerrito City Hall building, approximately fifty-five feet south of the intersection of San Pablo Avenue and Manila Avenue in the city.

13.04.020 - Measurement of grades.¶
Whenever any point is given by numbers as a grade point, it shall mean such number of feet and one hundredths of a foot above the zero datum plane established in and by Section 13.04.010. Measurement of the grade of any public thoroughfare, between grade points as hereafter established, shall be uniform between consecutive points at which elevations are fixed.
