Sec. 2-31. - Purpose of article.¶
This division is enacted to authorize the council to provide by ordinance that each member of the council shall receive a prescribed salary.

Sec. 2-32. - Salaries.¶
(a) Each member of the city council of the city shall receive as salary, the sum of one thousand eight dollars ($1,008.00) per month, which reflects an increase in salary equal to two and one-half (2.5) percent for each calendar year from the operative date of the last adjustment of the salary of the city council persons in effect when this section 2-32 was last amended in 2007. The last operative date of such ordinance adjusting the salary of the city council was 2007. Said salary shall be payable at the same time and in the same manner as the salaries are paid to other officers and employees of the city.
(b) Each member of the city council of the city shall be entitled to receive one hundred dollars ($100.00) each month, as reimbursement for expenses incurred by using their personal automobile for local travel for official business. As used in this section, "local travel" means travel by personal automobile within the boundaries of the city and within fifteen (15) miles thereof. The city council determines that such monthly reimbursement represents the actual and necessary expenses incurred by the city officials in the performance of the official duties.

Sec. 2-33. - Salary exclusive of benefits.¶
Any amounts paid by the city for retirement, health and welfare, and federal social security benefits shall not be included for purposes of determining the salary established pursuant to section 2-32 provided the same benefits are available and paid by the city for its employees.

Sec. 2-34. - Salaries not part of reimbursement for necessary expenses.¶
The salaries prescribed in this division are and shall be exclusive of any amounts payable to each member of the council as reimbursement for actual and necessary expenses incurred by him in the performance of official duties for the city.
