Sec. 13-73. - Definition.

"Manure," for the purposes of this article, shall mean and include the excreta of animals and barnyard fowl and dung of birds.

Sec. 13-74. - Findings of fact.

The city council hereby finds that the stockpiling of manure, other than in completely closed containers, cans, bags and sacks, for a period in excess of forty-eight (48) hours, or the surface application of manure without mulching or mixing the same in with the soil, attracts flies and other insects and pests, and stimulates the breeding thereof, which creates a serious health problem, and offensive and injurious odors will emanate from such manure so used, and accordingly, such stockpiling and surface application should be prohibited.

It shall be unlawful for any person to stockpile manure within the city for a period in excess of forty-eight (48) hours, unless such manure be completely contained within a closed container, can, box, bag or sack.

Sec. 13-76. - Mulching or mixing required when used on soil.

It shall be unlawful for any person to use or apply manure upon the surface of the ground without mulching or mixing the same in with the soil.
