Dealers in Old Gold, Silver, Platinum or Other Precious Metal Objects
§ 6546. PERMIT.¶
No person shall engage in, conduct, manage or carry on the business of buying or otherwise receiving any old gold, silver, platinum or other precious metals or any old or secondhand articles made of gold, silver, platinum or other precious metals without having first obtained a permit from the City to do so in the manner provided by this article. § 6547. RECORDS TO BE KEPT.¶
Every person engaged in the business of buying or otherwise receiving any old gold, silver, platinum or other precious metals or any old or secondhand articles made of gold, silver, platinum or other precious metals, shall keep a complete record of all such gold, silver, platinum or other precious metals or such articles bought or otherwise received by him, which record shall contain all of the matters required to be shown in the report referred to and provided for in the following section. Every such record and all such gold, silver, platinum or other precious metals or such articles bought or otherwise received by such person shall be open at all times during business hours to the inspection of any police officer of the City. § 6547.1. SAME. SEMI-WEEKLY REPORTS.¶
Every person engaged in the business of buying or otherwise receiving any old gold, silver, platinum, or other precious metals or any old or secondhand articles made of gold, silver, platinum, or other precious metals, shall, on each Monday and Thursday before the hour of 10:00 a.m., make out and deliver, or cause to be made out and delivered, to the office of the police division of the City, on blank forms to be obtained from the office of the police division for that purpose, a full, true, and complete report of all such gold, silver, platinum, or other precious metals or such articles bought or otherwise received during the period preceding the filing of such report. Such report shall show the hour of the day when each amount of such gold, silver, platinum, or other precious metals or such articles were bought or otherwise received, and the true name and address as nearly as the same are known or can be ascertained, of the person from whom the same was bought or received, together with a description of such person. Such report shall show the amount of the consideration for, and an accurate description of, each amount of such gold, silver, platinum, or other precious metals or such articles bought or otherwise received. A copy of this part, to be furnished by the Director of Finance, shall be kept conspicuously posted in the place of business of each such person. (Amended by Ord. 120, adopted 2-10-59)
§ 6547.2. SAME. WRITTEN OR PRINTED IN ENGLISH LANGUAGE.¶
Every report and record required by the terms of this article to be filed or kept, shall be written or printed in the English language, in a clear and legible manner. (Added by Ord. 70, adopted 12-23-57)
§ 6547.3. SAME. FILED IN POLICE DIVISION.¶
The Chief of Police shall cause to be filed in the office of the police division all reports received pursuant to the terms of this article and the same shall be open to inspection only by members of the police division of the City.

§ 6548. COMPLIANCE.¶
No person engaged in the business of buying or otherwise receiving any old gold, silver, platinum or other precious metals, or any old or secondhand articles made of gold, silver, platinum or other precious metals, shall fail, refuse or neglect to file any report in accordance with the provisions of this part, or shall fail, refuse or neglect to keep any record as required by this part, or shall fail, refuse or neglect to exhibit to any police officer of the City, immediately upon demand for the privilege of such inspection, any such record or any such gold, silver, platinum or other precious metals or such articles bought or otherwise received by such person. § 6549. DISPOSITION OF ARTICLES.¶
No person shall sell or dispose of any such gold, silver, platinum, or other precious metals or such articles within five days after the same have been received by him or her unless authorized by the Chief of Police or designee.

§ 6550. WHOLESALE PURCHASES EXEMPT FROM RESTRICTIVE PROVISIONS EXCEPT THOSE APPLICABLE…¶
Nothing in this part shall be construed as applying to the purchase at wholesale of any of the metals or articles referred to in this part from a person engaged in the business of selling the same from an established place of business; provided, however, records of such purchases shall be kept showing the date thereof and from whom made.
