§ 2410. CREATION OF COMMITTEE.¶
There shall be and here is hereby created a Public Works Committee which shall be responsible for recommendations made to the City Council as requested by the City Council. (Added by Ord. 1258, adopted 4-27-10)
§ 2411. MEMBERS.¶
The Public Works Committee shall consist of 10 members who shall be qualified electors of the City, two nominated by each Councilmember, subject to the approval of the entire City Council. Appointed members of the Committee shall receive no compensation. A quorum shall consist of six of the 10 members.

§ 2412. TERM.¶
Members shall have a term of four years and serve until a respective successor is appointed. The terms of the members of the first board appointed shall coincide with the term of the Councilmember making the initial appointments. The membership shall be terminated automatically upon the missing of three consecutive meetings and which absences are unexcused.

§ 2413. CHAIRPERSON.¶
The Committee shall elect its Chairperson and Vice-Chairperson from its appointed members for a term of one year.

§ 2414. MEETINGS.¶
The Committee shall meet at least once every month at a date, time and place to be determined by adopted Bylaws.

§ 2415. RECORD.¶
The Committee shall keep an accurate record of all documents presented, including agendas, minutes, notices, correspondence, proof of posting, etc., which shall be a public record. (Added by Ord. 1258, adopted 4-27-10)
§ 2416. BYLAWS.¶
The Committee may adopt Bylaws setting the dates, time and places of meetings and rules as it may deem advisable for the purpose of conducting its meetings. Bylaws shall not conflict with any of these provisions and shall not be effective until ratified by the City Council. (Added by Ord. 1258, adopted 4-27-10)
§ 2417. DUTIES.¶
The duties of said Public Works Committee shall be advisory in nature, including review and making recommendations to the City Council regarding parking and traffic; solid waste and recycling; wastewater collection and disposal; air quality; hazardous waste; public utilities; transportation and mobility; water supply; energy consumption and conservation; urban runoff and water quality; urban blight and streetscape; other matters affecting a healthy and safe environment; and any other matters specifically requested to be reviewed by the City Council. Part 3 Public Library
§ 2420. LIBRARY ADVISORY BOARD.¶
There shall be and there is hereby created a Library Advisory Board which shall be responsible for recommendations to the Council for the operation and conduct of the Library of the City. The board shall consist of five members to be appointed by the Council from each of the five Councilmanic Districts.

§ 2421. LIBRARY ADVISORY BOARD: TERM: COMPENSATION.¶
The members shall hold office for three years, serving without compensation. The members of the first board appointed shall classify themselves by lot so that the term of one member shall terminate on June 30, 1958, two at the end of one year thereafter, and two at the end of two years thereafter.

§ 2421.1. LIBRARY ADVISORY BOARD: VACANCIES.¶
Vacancies shall be filled by appointment for the unexpired term in the same manner as the original appointments are made. (Added by Ord. 90, adopted 5-12-58)
§ 2422. CHAIRPERSON.¶
The Library Advisory Board shall appoint one of its number as chairperson. The chairperson shall serve for one year and until his or her successor is appointed and, in his or her absence, shall select a chairperson pro tem.

§ 2423. MEETINGS.¶
The Library Advisory Board shall meet at least once each month at such times and places as it may fix by resolution.
Special meetings may be called at any time by three members by written notice served upon each member at least three days before the time specified for the proposed meeting. (Added by Ord. 90, adopted 5-12-58)
§ 2423.1. MEETINGS: QUORUM.¶
A majority of the Library Advisory Board shall constitute a quorum for the transaction of business.

§ 2423.2. MEETINGS: RECORDS.¶
The Library Advisory Board shall cause a proper record of its proceedings to be kept. (Added by Ord. 90, adopted 5-12-58)
§ 2424. POWERS AND DUTIES.¶
The Library Advisory Board may recommend to the Council all rules, regulations, and bylaws necessary for the administration and protection of the libraries under its supervision.
The Library Advisory Board shall recommend to the Council the duties of the librarians and other officers and employees of the libraries under its supervision.
The Library Advisory Board may recommend the purchase of necessary books, journals, publications, and other personal property.
The Library Advisory Board may recommend the purchase of real property or the rental or creation of adequate buildings or rooms for library purposes.
The Library Advisory Board may request the Secretary of State and other State officials to furnish the libraries under its supervision with copies of any and all reports, laws, and other publications of the State not otherwise disposed of by law. (Added by Ord. 90, adopted 5-12-58)
§ 2424.1. POWERS AND DUTIES: EXCHANGE OF MATERIALS.¶
The Library Advisory Board may borrow library materials from, lend library materials to, and exchange library materials with other libraries and may allow nonresidents to borrow library materials upon such conditions as the Board may prescribe; provided, however, any cost or expense therefor first shall be approved by the Council. § 2424.2. POWERS AND DUTIES: ANNUAL REPORTS.¶
The Library Advisory Board on or before August 31 of each year, shall report to the Council regarding the condition of the libraries under its supervision for the year ending June 30 preceding. The report, in addition to other matters deemed expedient by the Board or administrative head of the library, shall contain such statistical and other information as is deemed desirable by the Council.

§ 2425. LIBRARIES: RIGHT TO USE.¶
Each library of the City shall be free to the inhabitants and nonresident taxpayers of the City, subject always to the rules and regulations which may be made by the Library Advisory Board with the approval of the Council. Any person who violates any such rule or regulation may be excluded from the privileges of any library. (Added by Ord. 90, adopted 5-12-58)
§ 2426. LENDING OF BOOKS.¶
The Council and the legislative bodies of neighboring municipalities or the Board of Supervisors of the County may contract for lending the books of libraries of the City to residents of the County or neighboring municipalities upon a reasonable compensation to be paid by the County or neighboring municipalities.
