8.32.010 - Findings and purposes.¶
A. The City of Daly City suffers from litter and illegally dumped waste on public and private property throughout the city.
B. Illegal dumping is a significant blight within the city and an environmental crime that negatively impacts the livability of neighborhoods, discourages economic development, reduces property values, unfairly places clean-up costs on the public, and redirects city resources from other important community projects.
C. Illegal dumping is a significant health and safety problem.
D. Illegal dumping is inconsistent with the city's goals of maintaining property, preventing crime, and preserving aesthetic standards.
E. The remedies and penalties for illegal dumping are currently inadequate to compensate the public and victims of such acts and to discourage illegal dumping.
F. The city council's purpose and intent, by enacting this chapter, is to protect public and private property from illegal dumping by increasing remedies for victims of such acts and penalties for those performing such acts in order to discourage such acts.
G. A further purpose of this chapter is to permit the perpetrators of illegal dumping to perform community service in lieu of monetary or criminal penalties, when appropriate.
