5.84.010 - Charges to be based upon taximeters—Fixed fee exception.¶
All charges for transportation of passengers in taxicabs operated in the city shall be based on the charges indicated on the taximeters required by Section 5.72.090 and it shall be unlawful for any owner, driver or operator of any taxicab to charge any passenger any sum in excess of the sum indicated on the taximeter; provided, that the foregoing shall not apply to trips to or from points outside the city where the charge is fixed on a trip basis.

5.84.020 - Establishment of rates by council resolution.¶
Before providing for any rates to be charged for trips within the city, the city council shall pass and publish a resolution which shall include:
A. A declaration of its intention to set or change rates;
B. The proposed rates to be charged;
C. The time and place for hearing all persons interested in the proposed rates to be charged. The time shall not be less than ten days after the passage of the resolution.

5.84.030 - Publication of rate-establishing resolution.¶
The resolution for establishing rates pursuant to this chapter shall be published in the Daly City Record at least five days prior to the hearing.

5.84.040 - Change of rates—Public hearing.¶
On the day fixed for the hearing required by this chapter, the city council shall hear the evidence offered by persons interested. If it finds from all the evidence that rates should be set or changed, it shall make its order, by resolution, fixing or changing rates.

5.84.050 - Service of rate-establishing resolution on taxicab companies.¶
Upon a resolution fixing or changing rates having been passed pursuant to this chapter a certified copy of such resolution shall be personally served on all owners of taxicab companies within the city.

5.84.060 - Charges in excess of council-determined rates prohibited.¶
It shall be unlawful, except for trips to or from points outside the city where the charge is fixed on a trip basis, for the owner or driver of any taxicab to fix or charge or collect a rate in excess of those set by the city council by resolution.

5.84.070 - Receipts for fares.¶
Every driver of a taxicab, bus or rent car shall, if requested, give a correct receipt upon payment of a fare.

5.84.080 - Fare disputes.¶
All disputes as to fare of a taxicab or rent car shall be determined by the officer in charge of the police station, and if his decision is in favor of the passenger the driver shall convey him to the police station and back to his original destination without charge. Failure to comply with such determination shall subject the offending party to a penalty for a violation of this code.

5.84.090 - Refusal to pay fare.¶
It is unlawful for any person to refuse to pay the lawful fare of any of the vehicles regulated by Chapters 5.72 through 5.84 after employing or hiring the same, and any person so doing shall be guilty of a violation of this code.
