17.16.010 - Requirements.¶
The subdivider shall file with the town engineer three copies of the preliminary map and such additional number as the town engineer shall require. The town engineer shall retain one copy of the preliminary map and shall transmit one copy to the planning commission and one copy to its authorized representative. Copies of the preliminary map be transmitted to other municipal departments and county, special district, state and other public and private agencies affected by the proposed subdivision.

17.16.020 - Filing fees.¶
At the time of filing the preliminary map, the subdivider shall pay a filing fee as established and adopted by the town council from time to time by resolution.

17.16.030 - Form.¶
The preliminary map shall be clearly and legibly drawn. The scale of the map shall be one inch equals one hundred feet except that in the -S slope conservation district the scale of the map shall be one inch equals fifty feet.

17.16.040 - Information on map.¶
The preliminary map shall contain the following information:
(1) Names and addresses of record owner and subdivider;
(2) Name and address of person who prepared the map;
(3) Date of preparation;
(4) North point;
(5) Scale;
(6) Boundaries of the proposed subdivision;
(7) Locations of streets, alleys and pedestrianways within the proposed subdivision;
(8) Names and locations of streets and alleys adjacent to the proposed subdivision;
(9) Lot lines;
(10) Locations of proposed public areas;
(11) Locations of watercourses;
(12) Locations of permanent physical features affecting the design of the proposed subdivision;
(13) Intended use of the lots;
(14) Approximate contour lines if necessary to illustrate the influence of topographic conditions on the design of the subdivision. An aerial photograph or a topographic model of the property may be submitted in lieu of indicating contour lines on the preliminary map;
(15) In the -S slope conservation district, the preliminary map also shall show proposed grading including the top, toe and slope of all cuts and fills. Existing vegetation and all areas to be cleared shall be shown. A building site and an off-street parking site shall be designated on each lot. Means of access and the grade of the driveway, if any, shall be shown.
Normally there shall be no fill on the downslope side of the street in order that existing trees will screen the cut bank on the upslope side. Fill may be permitted on the downslope side of the street where there are no trees or where, in the judgment of the town engineer, the fill is preferable to an excessive cut on the upslope side, or where existing trees or screen planting will provide an effective screen for the cut and fill slopes. Cut material shall be disposed of in locations that do not result in loss of screening for exposed cuts or exposure of fill slopes.
In situations where in the judgment of the town engineer the amount of cut or fill necessary to create a road bed would be excessive, a retaining structure or bridge with adequate guardrails may be required.

17.16.050 - Design conference.¶
Within ten days of the submission of the preliminary map the town engineer shall schedule a design conference with the subdivider. A member of the planning commission or its authorized representative shall attend the design conference. Representatives of other municipal departments and county, special district, state and other public and private agencies affected by the proposed subdivision may attend the design conference. The town engineer and the planning commission or its representative shall make recommendations to the subdivider regarding the conformity of the preliminary map with the provisions of this title and other applicable ordinances and regarding possible improvements in the design of the subdivision plan. Representatives of other municipal departments and county, special district, state and other public and private agencies may make recommendations to the subdivider regarding the proposed subdivision.

17.16.060 - Report to the subdivider and planning commission.¶
The town engineer shall furnish to the subdivider and to the planning commission a written copy of the recommendations presented at the design conference.
