15.06.010 Title.¶
This chapter shall be cited, as the housing code of the city and any reference in the city's municipal code or any chapter thereof to the California Housing Code, or other housing code, refers and applies to this chapter.

15.06.020 Code adoption.¶
Subject to the particular additions, amendments and deletions set forth in this chapter, all the rules, regulations, provisions and conditions set forth in that certain document being marked and designated as "California Housing Code, 1997 Edition,” are hereby adopted by the City of Corona, except the following chapters, sections and subsections:

This edition was copyrighted in 1997 by the International Conference of Building Officials and that certain document being marked and designated as "Uniform Housing Code, one certified copy of which is on file in the office of the City Clerk, and any and all references thereto, are adopted as the Housing Code and each and all of the regulations, provisions, penalties, conditions and terms thereof are referred to, adopted and made a part of this chapter, as though fully set forth at length. This edition was amended and published by the State of California and entitled as the "California Housing Code."

15.06.030 Amendments – Generally.¶
Designated sections of the California Housing Code are amended to read as set forth in §§ 15.06.040 through 15.06.080.

15.06.040 Amendment – Section 203.1¶
Section 203.1 is amended to read as follows:
"General. In order to hear and decide appeals of orders, decision or determinations made by the building official relative to the application and interpretations of this code, there shall be and is hereby created an appeals board consisting of members of the City Council. The building official shall be an ex officio member and shall act as secretary to said board but shall have no vote upon any matter before the board. The appeals board shall render all decisions and findings in writing to the appellant with a duplicate copy to the building official. Appeals to the board shall be made in writing."

15.06.050 Amendment – Section 401.¶
Section 401 is amended to read as follows:
"HEALTH OFFICER is the Building Official or his appointed representative."

15.06.055 Amendment -- Chapter 10.¶
In order to provide clarity and continuity between this code and the California Housing Code, the definitions and dangerous conditions contained and described in the California Housing Code, Chapter 10 - Substandard Buildings, are hereby deleted and replaced in their entirety with the definitions and conditions contained and described in California Health and Safety Code Section 17920.3.

15.06.060 Amendment – Section 1101.2.¶
Section 1101.2 is hereby amended to read as follows:
"Notice and Order. The building official shall issue a notice and order directed to the record owner of the building. The notice shall also be provided to all tenants of a residential building in accordance with California Health and Safety Code section 17980(c). The notice and order shall contain:
The street address and a legal description sufficient for identification of the premises upon which the building is located.
A statement that the building official has found the building to be substandard with a brief and concise description of the conditions found to render the building dangerous under the provisions of section 202 of this code.
A statement of the action required to be taken as determined by the building official.

3.3 If the building official has determined that the building or structure must be demolished the order shall require that the building be vacated within such time as the building official shall determine reasonable (not to exceed 60 days from the date of the order), that all required permits be secured therefor within 60 days from the date of the order and that the demolition be completed with such time as the building official shall determine is reasonable. For posting and evacuation requirements, see CMC sections 15.56.070 and 15.56.080.
Statements advising that if any required repair or demolition work (without vacation also being required) is not commenced within the time specified, the building official (i) will order the building being vacated and posted to prevent further occupancy until the work is completed, and (ii) may proceed to cause the work to be done and charge the costs thereof against the property or its owner.
Statements advising (i) that any person having any record title or legal interest in the building may appeal from the notice and order or any action of the building official to the appeals board, provided the appeal is made in writing as provided in the code, and filed with the building official within 30 days from the date of service of such notice and order, and (ii) that failure to appeal will constitute a waiver of all rights to an administrative hearing and determination of the matter.”

15.06.070 Amendment – Section 1103.¶
Section 1103 is amended to read as follows:
"The following standards shall be followed by the building official (and by the appeals board if an appeal is taken) in ordering the repair, vacation or demolition of any substandard building or structure:
- Any building declared a substandard building under the code shall be made to comply with one of the following:
1.1 The building shall be repaired in accordance with the current Building Code or…¶
1.2 The building shall be demolished at the option of the building owner; or¶
1.3 If the building does not constitute an immediate danger to the life, limb, property…¶
- If the building or structure is in such condition as to make it immediately dangerous to the life, limb, property or safety of the public or of the occupants, it shall be ordered to be vacated. Such buildings or structures shall be considered to be dangerous buildings as defined in CMC section 15.56.020 and shall be abated as set forth in Chapter 15.56 of this code."

15.06.080 Violation – Penalty.¶
(A) No person, firm, partnership, association or corporation shall violate any provisions of this chapter or any provisions of the codes, rules or regulations adopted in this chapter.
(B) Any person, firm, partnership, association or corporation violating any of the provisions adopted in this chapter by reference, shall be guilty of an infraction. Any person violating a stop work order issued pursuant to the California Building Code, Section 115, shall be guilty of a misdemeanor. Any person who continues to occupy or any person who enters a structure which has been posted “unsafe” by the Building Official pursuant to the California Building Code Section 116 or Corona Municipal Code Chapter 15.56, or any person who enters or occupies a structure posed “unsafe” or “restricted use” pursuant to Corona Municipal Code Chapter 15.54, shall be guilty of a misdemeanor.
(C) Every person, firm, association or corporation violating any of the provisions of this chapter or provisions of the codes, rules or regulations adopted in this chapter by reference is guilty of a separate offense for each day or portion thereof during which such violation continues and shall be punishable thereof as provided in Chapter 15.70 of this code.
