§ 2-21.1. Compton Arts Commission Established.¶

That pursuant to Section 1000 of the City of Compton's Charter, the City Council hereby creates the Compton Arts Commission.
§ 2-21.2. Purpose and Duties.¶

The Commission is tasked with supporting the City's arts and cultural vision by fostering an environment that encourages artistic expression, accessibility, and community engagement.
a. The Compton Arts Commission shall have the following purposes and duties:
Advisory Role. Provide advice and recommendations to the City Council on matters related to the arts, culture, and public art policies.
Policy Development. Develop and propose arts policies that advance the City's cultural and creative economy, with a focus on diversity, inclusiveness, and artistic innovation.
Community Engagement. Encourage community participation and partnerships with artists, cultural organizations, businesses, and residents to expand cultural opportunities within the City.
Public Art. Support and promote the creation, preservation, and maintenance of public art projects that reflect the identity and heritage of Compton.
Funding Opportunities. Identify and recommend funding sources for arts initiatives, including grants, public-private partnerships, and sponsorships.
§ 2-21.3. Commission Composition and Membership.¶

The Commission shall be composed of seven members appointed by the City Council, reflecting a diverse array of backgrounds, experiences, and expertise in the arts, culture, and public service. The Commission shall hold regular monthly meetings to fulfill its duties effectively.
§ 2-21.4. Term of Office.¶

Terms of office for the Commission shall be three years. At the completion of any term, a commission member may be reappointed.
§ 2-21.5. Appointments, Removals, and Vacancies.¶

Members of the Commission shall be appointed and removed in the same manner as other boards, committees and commissions within the City of Compton.
§ 2-21.6. Time and Place of Meeting.¶

The Commission shall meet regularly on once a month at a time determined by the Commission, at the Douglas Dollarhide Community Center, 301 North Tamarind Avenue, Compton, CA.
§ 2-21.7. Stipend.¶

The Commission stipend shall be determined by the City Council.
§ 2-21.8. Staff Assistance.¶

The City Manager shall appoint a staff liaison to the Commission to provide necessary assistance.
§ 2-21.9. Role and Purpose.¶

The role of the Commission shall be advisory in nature, with legislative authority remaining with the City Council. The Commission shall consider various items within its jurisdiction, including items suggested by the City Council and City Manager, and make recommendations. The Commission shall work with and through the assigned staff liaison.
§ 2-21.10. Comprehensive Plan; Annual Report.¶

a. The Compton Arts Commission shall submit a comprehensive written plan to the City Council within six months of the date of adoption of this section. The plan shall include, but is not limited to:
Goals and Objectives. Short-term and long-term goals aligned with the City's vision for arts and culture.
Key Initiatives. Proposed initiatives, programs, and activities that the Commission intends to pursue.
Budget Requirements. Initial budget projections for proposed projects and funding strategies.
Evaluation Metrics. Standards for assessing the impact and success of the Commission's activities.
Timeline for Implementation. A timeline for implementing proposed projects and achieving the Commission's goals.
b. The Commission shall submit an annual report to the City Council, thereafter, summarizing its activities, accomplishments, and challenges.
