Editor's Note: Ordinance No. 2235 abolished the Public Works Department and the Compton Municipal Water Department as separate departments of the City and consolidated these departments as the Department of Public Works and Municipal Utilities, with the water utility becoming a Division of the new consolidated department.

Ordinance No. 2272: That pursuant to Section 704 of the Compton City Charter, the Department of Public Works and Municipal Utilities shall be hereby abolished and the Public Works Department and the Compton Municipal Water Department shall be re-established as separate City departments.

Ordinance No. 2324 created the Department of Community Improvement Services.

Ordinance No. 2327 created the Department of Community Development. (Amended by Ord. No. 2353 to exclude the Building and Safety Department)

Ordinance No. 2328 created the Department of Internal Services. (Repealed by Ord. No. 2352)

Ordinance No. 2329 created the Department of Public Works - Street Maintenance. (Repealed by Ord. No. 2351)

Ordinance No. 2350 establishes the Department of Recreation.

Ordinance No. 2351 reestablishes the Department of General Services as a separate and distinct department; restructures the Department of Public Works - Street Maintenance. (Repeals Ord. No. 2329)

Ordinance No. 2352 reestablishes the Department of Human Resources as a separate and distinct department. (Repeals Ord. No. 2328)

Ordinance No. 2353 reestablishes the Department of Building and Safety. (Amends 2327: That the Building and Safety Department is now excluded for Ord. No. 2327, which created the Department of Community Development)

§ 2-10A. OLYMPICS/TOURISM COMMITTEE.

§ 2-10A.1. Created.

There is hereby created an Olympics/Tourism Committee, which shall consist of nine members, and the ordinance was amended December 9, 2025, to increase the committee to 11 members.

§ 2-10A.2. Purpose.

It is the purpose of the committee to be advisors to Compton City Council on the improvements deemed appropriate to make the City of Compton attractive as a destination of interest for the thousands of people who will be visiting our neighboring cities who are hosting events.

§ 2-10A.3. Appointments of Members.

The members of the committee must be residents, licensed business owners, or have a vested interest in the City of Compton and shall be appointed by the Council. The Mayor will appoint three representatives and each Council Member will appoint two representatives.

§ 2-10A.4. Advisory Member.

The director of the Community Development Department shall appoint a non-voting advisory member to the committee.

§ 2-10A.6. Vacancies.

If a vacancy occurs it shall be filled by appointment for the unexpired portion of the term.

Any member of the Olympics/Tourist Committee may be removed by a majority of the City Council at any time without cause.

§ 2-10A.8. Election of Officers.

The Committee shall elect a chair, vice-chair and recording secretary from among the appointed members.

§ 2-10A.9. Regular Meetings.

The committee will schedule regular meetings, at a monthly basis. The meetings will be held at such location designated by the City Manager.

a. For the purpose of conducting meetings and making recommendations pertaining to the Olympics/Tourism Committee, seven members of the Olympics/Tourism Committee shall constitute a quorum.

b. The Committee shall be an advisory body subject to the provisions of the Brown Act. All meetings of the Committee shall be open and public, and all persons shall be permitted to attend any meeting of the Committee. Agendas shall be prepared prior to each meeting and posted by the staff representative designated by the City Manager.

c. The Committee shall keep a record of its proceedings, which shall be public record.

Special meetings may be called at any time by the chair or five members of the Committee by advance written notice and procedure as provided by law.

§ 2-10A.11. Compensation.

The second ordinance amendment will provide a $50 monthly stipend for each Olympics/Tourism Committee member. The members of the Committee may receive reimbursement for necessary travel and other expenses incurred in the performance of an official duty, when such expenditures are first authorized by the City Council.

Fiscal Impact for Fiscal Year 2028 - 2029 is $3,300 from GL account 1004-610-000-4107. The Committee will expire January 2029 per Ordinance 2363.

§ 2-10A.13. Duties of Committee.

The duties of the committee shall be to act in an advisory capacity to the council on the manners and actions deemed appropriate to make the City of Compton an attractive destination for the thousands of people who will be visiting Los Angeles, Carson, and Long Beach who are hosting sporting events during the 2028 Summer Olympics and other special tourist events such as FIFA World Cup in 2026 and NFL Superbowl in 2027.

§ 2-21A. COMMISSION ON AGING.

§ 2-21A.1. Duties.

The Commission on Aging shall act as an advisory Commission to the Council and perform the following duties:

a. Act in an advisory capacity to the City Council in all matters pertaining to community needs for the elderly.

b. Exercise its influence with other agencies, groups and system in the service area to insure provision of adequate programs for the elderly.

c. Attend at least three special events during the year.

d. Make recommendations and assist in the planning, organizing and implementation of at least two programs during the year.

§ 2-21E. PERSONNEL BOARD.

§ 2-21E.1. Membership.

The Personnel Board shall consist of five members as provided in Section 1009 of the Charter of the City.

§ 2-21E.2. Compensation of Members.

Pursuant to Section 1005 of the Charter of the City, the compensation of each member of the Personnel Board shall be as follows:

a. The members of the Personnel Board shall receive a stipend of $150 per month.

b. The members of the Personnel Board shall receive an additional stipend of $100 per meeting attended to conduct appeal hearings of employees relative to suspension, demotions or dismissals and to conduct review hearings relative to employee grievances filed pursuant to Rule 10 of the Compton Personnel Rules and Regulations, or any amendments thereto not-to-exceed $300 per month.

§ 2-21E.3. Meetings of Board.

a. The Personnel Board shall meet regularly on the 3rd Thursday of each month.

b. Special meetings shall be held on the call of the Chairperson or any three members of the Board.

c. All meetings shall comply with State laws governing open and public meeting.
