§ 30-13. COMMERCIAL MANUFACTURING ZONE (C-M).

§ 30-13.1. Purpose (C-M).

The Commercial Manufacturing Zone (C-M) is established to provide for highway-related commercial enterprises, wholesaling, warehousing, and certain limited manufacturing operations.

§ 30-13.2. Uses (C-M).

  • a. Principal Permitted Uses. The following uses and buildings, of less than 50,000 square feet in size, shall be permitted in the Commercial Manufacturing Zone (C-M): [Amended 12-28-2021 by Ord. No. 2342]

    1. Any use permitted in the Limited Commercial Zone (C-L), except those uses which require a conditional use permit;

    2. Auction houses;

  1. Automobile and bus sight-seeing agencies (no storage of vehicles);

  2. Automobile engine cleaning;

  3. Automobile detailing;

  4. Automobile repair garages (excluding body and fender work and painting);

  5. Automobile service stations (no more than two tow-trucks);

  6. Automobile upholstery shops;

  7. Building materials sales;

  8. Candy making;

  9. Catering establishments;

  10. Clothing and apparel manufacturing (excluding shoe manufacturing);

  11. Cold storage;

  12. Dairy products manufacturing;

  13. Egg candling;

  14. Electrical appliance assembly;

  15. Electronic instrument assembly;

  16. Engraving, mechanical;

  17. Film laboratories;

  18. Furniture upholstery shops;

  19. Monument and tombstone sales;

  20. Motorcycle sales and services;

  21. Paint mixing (no boiling);

  22. Potato chip manufacturing;

  23. Precision instrument assembly;

  24. Research and testing laboratories;

  25. Soft drink bottling;

  26. Spaghetti and macaroni manufacturing;

  27. Tamale and tortilla manufacturing;

  28. Taxicab companies (no more than four taxicabs);

  29. Warehouses;

  30. Wholesale businesses;

  31. Wrought iron sales and assembly; and

  32. Uses and buildings customarily incidental to any use or building set forth in this subsection;

  33. Indoor marijuana cultivation is allowed consistent with State law which permits no more than six live marijuana plants to be planted, cultivated, harvested, dried, or processed within a single private residence or inside an accessory structure located upon the grounds of a private residence that is fully enclosed and secured as long as the marijuana cultivation activities comply with the regulations set forth in paragraph c of Subsection 9-24.4 .

  • b. Uses Permitted Subject to Conditional Use Permits. The following uses and buildings may be permitted in the Commercial Manufacturing Zone (C-M) provided a conditional use permit has been obtained pursuant to the provisions of Section 30-26 of this Chapter.

    1. Advertising statuary;

    2. Alcoholic beverage sales for consumption on the premises that are accessory to a primary restaurant or entertainment use (the provisions of Section 30-51 of this Chapter shall apply);

    3. Amusement machine sales (the provisions of subsection 7-6.9 shall apply);

    4. Amusement parks, fairgrounds, private clubs and privately owned recreation centers, game rooms and domino parlors;

    5. Arcades (the provisions of subsection 7-6.9 ) shall apply);

    6. Auctions (open air);

    7. Automobile body and fender shops;

    8. Automobile paint shops;

  1. Automobile sales and rental;

    1. Automobile tire sales and service;

    2. Bars, lounge and liquor stores (the provisions of Section 30-51 of this Chapter shall apply);

    3. Beer and wine sales for consumption off the premises that are accessory to a primary convenience or small grocery store use where such sales utilize less than 10% of the sales floor area (the provisions of Section 30-51 of this Chapter shall apply);

    4. Buildings in excess of 50,000 square feet in size;

    5. Bowling alleys;

    6. Charitable institutions and rescue missions;

    7. Dance halls;

    8. Dog and cat hospitals, training schools and kennels;

    9. Firearm sales;

    10. Ice and roller skating rinks;

    11. Jail farms;

    12. Live work units;

    13. Microwave stations and telecommunications antennas;

    14. Motels and hotels;

    15. Mortuaries;

  2. New buildings, including additions and substantial modifications, that are designed for occupancy by manufacturing uses on lots located within 200 feet of a residentially zoned property within the City of Compton;

  3. New commercial strip centers;

  4. New establishments with drive-thru facilities;

  5. New take-out restaurants;

  6. Planned commercial developments (the provisions of Section 30-18 of this Chapter shall apply);

  7. Pool halls;

  8. Race tracks;

  9. Radio and television transmission towers;

  10. Rifle and pistol ranges, shooting galleries, skeet and trap shooting and archery ranges;

  11. Small collection facilities (the provisions of subsection 30-12.4i of this Chapter shall apply);

  12. Swap meets, indoor swap meets, flea markets and similar multiple-vendor sales;

  13. Trailer parks;

  14. Wedding chapels, banquet halls and live entertainment;

  15. Zoos and menageries; and

  16. Uses and buildings customarily incidental to any use or building set forth in this subsection.

§ 30-13.3. Prohibited Uses (C-M).

The following uses and buildings shall be prohibited in the Commercial Manufacturing Zone (C-M):

  • a. Residences, except that a watchman's or caretaker's residence no more than 600 square feet in size may be permitted if it is an accessory use to a principal permitted use or building and livework units may be permitted in accordance with Section 30-26 of this Chapter.

  • b. Pawn shops.

  • c. Commercial marijuana uses, except as permitted by subsection 9-24.4 .

  • d. Marijuana cultivation outdoors upon the grounds of a private residence.

  • e. Marijuana cultivation indoors that does not comply with subsection 30-13.2a .

§ 30-13.4. Property Development Standards (C-M).

The following property development standards shall apply to all land and buildings in the Commercial Manufacturing Zone (C-M):

  • a. Lot Area and Width. (For exceptions see subsection 30-20.2 ). Each lot or parcel of land shall have a minimum area of 10,000 square feet and a minimum width of 70 feet.

  • b. Lot Coverage and Building Height. (For exceptions see subsection 30-20.4 of this Chapter) as follows:

    1. Building lot coverage shall be limited to 40% of the lot or parcel of land.

    2. Building height shall be limited to 75 feet above grade (exclusive of roof structures housing building operating equipment).

  • c. Yards. (For exceptions, see subsection 30-20.3 of this Chapter).

    1. Front Yards. There shall be a front yard of not less than 10 feet.

    2. Side Yards. No side yard shall be required, except where a side lot line abuts a street and/or residential zone there shall be a side yard of not less than 10 feet.

    3. Rear Yards. No rear yard shall be required, except where a rear lot line abuts a street and/or residential zone there shall be a rear yard of not less than 10 feet.

    4. Within 200 feet of a residential zone all new buildings, including additions, designed for occupancy by manufacturing uses shall require a conditional use permit pursuant to the provisions of Section 30-26 of this Chapter.

  • d. Fences and Walls. The provisions of Section 30-44 of this Chapter shall apply.

  • e. Special Development Standards: Outside Storage and Display.

    1. All uses, storage, and display shall be located entirely within a building (for exceptions see subsection 30-26.6 of this Chapter).
  • f. Special Development Standards: Tenant Mix Leasing Plan. A Tenant Mix Leasing Plan shall be approved by the City prior to issuance of building permits on existing structures reconfigured with three or more commercial tenant spaces or the granting of any discretionary permit approving any commercial or mixed-use project, including housing and commercial or manufacturing uses, which contain three or more commercial tenant spaces. The Tenant Mix Leasing Plan shall be reviewed and approved by the Planning Director or his/her designee. When submitted concurrently with an application for a discretionary permit, Planning Commission shall approve the Plan.
