2.16.010 - Planning commission created.

A planning commission is hereby established with membership, powers and duties as provided by the laws of the State of California, by city council resolution adopted from time to time, by this chapter and by Title 19.

2.16.020 - Members.

The planning commission shall consist of five members, appointed in the manner provided from time to time by city council resolution who shall be residents of the city. In addition thereto, the city administrator and the city attorney shall be ex officio or advisory members who shall not have the power to vote. The terms of the ex officio or advisory members shall correspond to their respective tenures of office as city administrator and city attorney.

2.16.040 - Absence for cause.

An absence due to illness or an unavoidable absence from the city with written notice thereof to the secretary of the planning commission on or before the day of any regular meeting shall be deemed absence for cause.

2.16.050 - Councilmen not eligible for membership.

No member of the legislative body of the city shall be eligible to membership on the planning commission.

2.16.060 - Powers.

The planning commission shall have power, except as otherwise provided by law, to:

(1) Recommend to the proper office plans for the regulation of the future growth, development and beautification of the city in respect to its public and private buildings and works, streets, parks, grounds and vacant lots.

(2) Recommend to the proper office of the municipality plans, consistent with the future growth and development of the city, in order to secure sanitation, proper service of all public utilities, shipping and transportation facilities;

(3) Make recommendations to any public authorities or persons with reference to the location of any proposed public buildings, structures or works;

(4) Recommend to the council approval, conditional approval or disapproval of tentative maps of proposed subdivisions of land. The council designates the planning commission as its advisory agency with respect to the design and improvement of proposed subdivisions. Each map or plat shall, prior to its final approval or disapproval by the council, be submitted to the commission for action thereon;

(5) Do such other things as shall be necessary to carry out the provisions of Title 19 and the provisions of the Conservation and Planning Act of the state, amendments or an act substituted therefor and any other ordinance of the city;

(6) Adopt such rules and regulations as it may deem necessary to provide for:

(A) The time and place of meeting;

(B) The time and method of electing officers;

(C) Such other matters relative to the organization of the commission and methods of administration of its duties as are not otherwise provided for by statute or ordinance.

2.16.070 - Regular meetings.

The planning commission shall hold regular meetings at least once per month at such time and place as may be prescribed by resolution adopted by the commission. Any meeting at which a public hearing is scheduled and duly noticed as provided by law or ordinance shall constitute a regular meeting.
