Chapter 2.14 — DIRECTOR OF FINANCE

2.14.010 - Office established.¶
There is created and established the office of director of finance.

2.14.020 - Qualifications.¶
In selecting the person to be appointed as director of finance, the city administrator shall require sufficient technical accounting training, skill and experience to be proficient in the office. He shall also require evidence of substantial executive ability.

2.14.030 - Powers and duties.¶
The director of finance shall be the head of the finance department of the city and shall have the power and shall be required, under the direction and control of the city administrator, to:
(1)
Administer the financial affairs of the city; and
(2)
Compile the budget expense and income estimates; and
(3)
Maintain a general accounting system for the city government and each of its offices, department and agencies; and
(4)
Supervise and be responsible for the disbursement of all moneys and have control of all expenditures to insure that budget appropriations are not exceeded; audit all purchase orders before issuance; audit and approve before payment, all bills, invoices, payrolls, demands or charges against the city government and, with the advice of the city attorney, when necessary determine the regularity, legality and correctness of such claims, demands or charges; and
(5)
Submit to the city administrator a monthly statement of all receipts and disbursements in sufficient detail to show the financial condition of the city; and, as of the end of each fiscal year, submit a complete financial statement and report; and
(6)
Supervise the keeping of current inventories of all property of the city by all city departments, offices and agencies; and
(7)
Perform, in the place and stead of the city clerk, the licensing functions imposed upon the city clerk; and
(8)
Perform such other duties as may be imposed upon him by law or by this code.

2.14.040 - Bond.¶
The director of finance shall execute such bond to the city as required by the city administrator.

2.14.050 - Transfer of fiscal duties.¶
The director of finance shall perform all of the financial and accounting duties imposed upon the city clerk by Chapter 2 of Part 3 of Division 3 of Title 4 of the Government Code of the state; and the city clerk is relieved of said duties pursuant to Section 40805.5 of the Government Code.

2.14.060 - Additional transfer of duties.¶
The director of finance shall perform all of the financial duties imposed upon the city clerk by Article 1 of Chapter 4 of the Government Code; and the city clerk is relieved of such duties pursuant to Section 37209 of the Government Code of the state.
