Clearlake Municipal Code § 7-4 Kennels and Commercial Animal Facilities

7-4.1 License Required.

Every person who is the legal owner or actually in control of or operates any of the following: a. A kennel, commercial or otherwise; b. A pet shop;

c. A riding or boarding stable; d. A grooming shop; e. A veterinary hospital; f. An animal shelter must apply for and obtain a license therefor. Such licenses shall be issued by the Code Enforcement Officer subject to facility inspection, application review and approval by the Animal Control Officer. No fee shall be required for an animal shelter license, unless the shelter is also conducting another activity for which a fee is required. The fee for a noncommercial kennel shall be one-half (1/2) the fee for a commercial kennel. (Ord. #41, A5, S1)

7-4.2 Business License Provisions.

In the event that the City shall adopt a business license ordinance which provides for appropriate inspection and application review of the commercial animal facilities enumerated above, a valid and current business license will satisfy all requirements of this section. (Ord. #41, A5, S2)

7-4.3 Rabies Vaccination Required for Kennel Housing.

No kennel shall accept for housing, or shall keep for any period of time, any dog, except on proof of a current rabies vaccination. (Ord. #41, A5, S3)

7-4.4 Maintenance; Inspections.

All commercial kennels and pet shops shall be designed to provide adequate exercise area and to permit the premises to be kept in a clean and sanitary condition; constructed so as to prevent animals confined therein from running at large; maintained in a clean and sanitary condition and conducted in such a manner that they will not cause detriment or nuisance in the immediate neighborhood. Periodic inspections of licensed kennels and pet shops shall be made by the Animal Control Officer at such intervals as he deems necessary. A reinspection need not be made annually as a condition of license renewal. (Ord. #41, A5, S4)
