Sec. 94-41. - Persons directing traffic restricted.¶
No person, other than traffic officers or persons authorized by law, shall direct traffic by voice, hand or other signal, except that a person may operate, when and/or as provided in this chapter, a pushbutton signal erected pursuant to this chapter.

Sec. 94-42. - Authority of flagpersons to direct traffic.¶
A person designated as a flagperson by a contractor working on the city streets under a permit issued by the city or a city employee designated as a flagperson by the director, during construction or repair of, or in, streets, may direct traffic by use of hand signals or warning flags if the operation of special highway construction equipment, trucks, concrete mixers, mobile cranes or other construction equipment might interfere with the safe movement of traffic.

Sec. 94-43. - Exemptions.¶
The sections of this chapter regulating the parking and standing of vehicles shall not apply to any vehicle of the police department, the cheif of police's office or fire department; any public or private ambulance; or any public utility vehicle which is qualified as an authorized emergency vehicle, when such vehicle mentioned in this section operates in the manner specified in the Vehicle Code in response to emergency calls. The sections of this chapter regulating parking or standing of vehicles shall not apply to any vehicle belonging to the government or a public utility or its agent while necessarily in use on construction or repair work on or in the public right-of-way. The foregoing exemption shall not, however, protect the driver of any such vehicle from the consequences of his or her willful disregard of the safety of others.

Sec. 94-44. - Signs required.¶
Any section of this chapter where a sign giving notice of the section is required shall not be effective until such sign is actually placed by the director.

Sec. 94-45. - Conviction of violation.¶
Any conviction for a misdemeanor under any ordinance repealed by the ordinance codified in this chapter, which misdemeanor is continued as a public offense by this chapter, constitutes a conviction under this chapter for any purpose for which it constituted a conviction under the act repealed.

Sec. 94-46. - Penalty.¶
Except as provided in sections 94-48 and 94-49, any person violating or failing to comply with any of the sections of this chapter shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable as set forth in applicable law.

Sec. 94-47. - Minimum penalty.¶
Except as provided in sections 94-48 and 94-49, when a jail sentence is not imposed or where the jail sentence is less than two days, or if the jail sentence is suspended in whole or in part, a fine shall be imposed for a violation of this chapter in not less than the following amounts:
(1) In any case, $1.00.
(2) When it is necessary to issue a notice to the violator, $2.00.
(3) If it is necessary to issue a warrant to bring the violator into court, $10.00.

Sec. 94-48. - Civil penalties, fines, fees, and charges for parking and related…¶
The city council adopts those schedules of penalties, late payment penalties, administrative fees, and other related charges for parking as provided by resolutions of the city council at the time of the city's incorporation, and the city retains the authority to modify such fees and penalties by city resolution from time to time.

Sec. 94-49. - Civil penalty.¶
Any person violating or failing to comply with sections 94-8; 94-9; 94-137; 94-261(1) through (5); 94-263; 94-264; 94-265; 94-266; 94-267(a) through (d), (g) and (h); 94-268; 94-269(d); 94-270; 94-271; 94-272; 94-273; 94-274; 94-276; 94-277(b); 94-278; 94-279; and 94-370(b) shall be subject to civil penalties, fees, or charges, and procedures as set forth in the resolution adopted by the city council pursuant to section 94-48.
