13.08.010 - Findings.

A. The sewerage system of the city discharges treated effluent into permeable soil structures. The chemical nature of this effluent affects the quality of water flowing in the receiving stream as well as the quality of underground waters in the vicinity.

B. Regional water quality control board number eight of the state has established limitations upon the chemical content of sewage effluent discharged by the city; and the city must regulate the flow of certain wastes into its sewerage system.

13.08.020 - Definitions generally.

Unless the context specifically indicates otherwise, the meaning of the terms used in this title shall be as set out in this chapter.

13.08.030 - Floatable hydrocarbon oil.

"Floatable hydrocarbon oil" means the amount of hydrocarbon oil floating to the surface of a sample of the water under the same conditions as prescribed in the definition of "floatable oil and grease."

13.08.040 - Floatable oil and grease.

"Floatable oil and grease" means the oil and grease floating to the surface of a sample of water when it is retained for one hour in a quiescent condition in a vessel with vertical walls, filled to the depth of thirty centimeters.

13.08.050 - Industrial wastewater.

"Industrial wastewater" means the wastewater arising from or associated with an industrial operation. Such operation shall be understood to include the following: production or refining of petroleum; production, processing, packing or canning of fruits, vegetables, meat, or beverages; laundering of clothes in public laundries, public self-service laundries, or hospitals; production of fertilizer, keeping of livestock or poultry and operation of dairies; production or dyeing of textiles; production of soap or other detergents or chemicals; production and processing of plastics; cleaning of tanks, tank cars or barrels; plating or other processing of metals; processing or reclamation of refuse; all kinds of similar manufacturing, processing or servicing operations. "Operation" includes the washing of equipment or spaces used in industrial operations. Industrial wastewater does not include the following: waste waters from the operations of restaurants, hotels, schools, single or multiple residences, places of retail business, vehicle service facilities, wash racks and garages (see section 19-3) or regeneration of water softening apparatus (see section 19A).

13.08.060 - Person.

"Person" means any individual, firm, company, association, society, corporation, or group and includes the plural as well as the singular.

13.08.070 - Public sewer.

"Public sewer" means any sewer located in or maintained by the city in which all owners of abutting property have equal rights. The term as used in this title does not include storm drains or channels for conveyance of natural surface waters.

13.08.080 - Public works director.

"Public works director" means the public works director of the city or his authorized representative or deputy.

13.08.085 - Sewer lateral.

"Sewer lateral" means the portion of a sewer line that provides sewage collection service to a parcel of land and/or a structure on that parcel of land, and is located between a structure and the sewer main line in the public right-of-way.

13.08.090 - Water supply.

"Water supply" means generally the city's monthly average water supply serving the area tributary to the city's sewage treatment plant. "Water supply" to an individual establishment shall be interpreted as meaning specifically a composite analysis over a twelve-month period of samples of the water served to an establishment or location as determined by testing and compositing samples and analyses approved by the public works director.
