5.68.010 - Purpose.¶
It is the purpose of this chapter, among other things, to protect the health, safety and public welfare of the city by the reasonable regulation of ambulances. The ambulance system established pursuant to this chapter shall be administered in accordance with a county of Santa Barbara Emergency Medical Response Manual which shall apply a minimum standard of medical transportation service within the city. The city council or board of supervisors of Santa Barbara County may from time to time amend the Emergency Medical Response Manual by resolution. The Emergency Medical Response Manual, together with any amendments, shall have the force and effect of law.

5.68.020 - Definitions—Emergency medical care committee appointment.¶
Unless otherwise specified in the Emergency Medical Response Manual, the following words and phrases shall have the meanings respectively ascribed to them by this section:
A. "EMCC" means the Emergency Medical Care Committee as appointed by the board of supervisors of Santa Barbara County. Such EMCC of the county is appointed as such for the city.
B. "EMRM" means the Emergency Medical Response Manual as adopted by the board of supervisors of Santa Barbara County.

5.68.030 - License requirements for ambulance service.¶
No person, either as an owner, agent, or otherwise, shall operate, conduct, advertise, or otherwise be engaged in, or profess to be engaged in, the business or service of the transportation of patients upon the streets, or any public way or place of city unless he holds a current valid license for an ambulance issued pursuant to this chapter and the EMRM, or alternatively, a license issued by the county of Santa Barbara pursuant to Chapter 5 of the Santa Barbara County Code. An ambulance operated by an agency of the United States or the state of California shall not be required to be licensed under this chapter.

5.68.040 - Licensing requirements for existing service.¶
Every owner operating an ambulance service from a place of business within the city for six months prior to the effective date of this chapter shall, within ninety days, conform to the standards of EMRM and obtain a license as required by this chapter. Any violation of the ambulance operating regulations, Division VI of the EMRM, during the above ninety day period shall be prima facie cause for refusal or revocation of the license.

5.68.050 - License—Application.¶
An application for license shall be submitted and processed pursuant to Division IV of the EMRM.

5.68.060 - Certificate—Application.¶
Applications for an ambulance certificate shall be accepted and processed pursuant to regulations set out in Division VI of the EMRM.

5.68.070 - Driver's and attendant's licenses and permits required—Application.¶
No vehicle shall be operated for ambulance purposes, and no person shall drive, attend, or permit it to be operated for such purpose in the street, or any public way or place of city unless it shall be under the immediate supervision and direction of a person who is holding a currently valid California State ambulance driver's license and a county of Santa Barbara driver permit and accompanied by a person in possession of a valid county of Santa Barbara attendant's permit. Application for permits shall be submitted and processed pursuant to Division IV of the EMRM.

5.68.080 - Licenses and permits—Suspension and revocation.¶
Any license or permit issued pursuant to the provisions of this chapter, and any right to use a county of Santa Barbara permit or license within the city pursuant to this chapter, may be suspended or revoked by the city manager upon the grounds and after following the procedures, insofar as possible, outlined in Division V.-2 of the EMRM.

5.68.090 - License or permit denial, suspension or revocation—Appeal.¶
Any person whose application for a license or permit is disapproved or whose license or permit is suspended or revoked after a hearing as specified in Division V.-2B of the EMRM may appeal to the city council in accordance, insofar as possible, with Division V.-2C of the EMRM.

5.68.100 - Exemptions.¶
This chapter shall not apply to an ambulance or the driver, attendant, or driver-attendant of an ambulance which:
A. Is rendering assistance to licensed ambulances in the case of a major catastrophe or emergency with which the licensed ambulances of the city are insufficient or unable to cope; or
B. Is operated from a location or headquarters outside of the county of Santa Barbara to transport patients picked up beyond the limits of city to location within city or to transport patients picked up at licensed hospitals, nursing homes or extended-care facilities within county to locations beyond the limits of county.

5.68.110 - Chapter jurisdiction.¶
This chapter shall apply within all of the territory within this city.
