5.28.010 - Findings and purposes.

The city council finds that the practice of any solicitation, improperly conducted, can be a nuisance and disturbance to the citizens within the city and that such activity impinges upon the right of privacy of its citizens in that:

A. The activity is often carried into the night causing annoyance to residents and intruding into their privacy;

B. The activity is one which can be used as a front for illegal activities and gaining access to the premises for purposes of engaging in criminal activities;

C. The people of the city have a right to protect their interests and right of privacy while at the same time permitting reasonable activities by charitable solicitors.

5.28.020 - Conditions of solicitation.

No person may solicit charitable contributions from private dwellings in the city:

A. Before the hour of nine a.m. of any day and after the hour of eight p.m. of any night; and

B. Upon a premises where private dwellings are located where a sign is posted stating in substance that no solicitors are permitted.
