10.40.010 - Certain vehicles restricted in central traffic district.

A. No person shall operate any of the following vehicles in the central traffic district between the hours of seven a.m. and six p.m. of any day:

  1. Any freight vehicle more than eight and one-half feet in width, with load, or any freight vehicle so loaded that any part of its load extends more than twenty feet to the front or rear of such vehicle;

  2. Any vehicle carrying building material that has not been loaded, or is not to be unloaded, at some point within the central traffic district;

  3. Any vehicle conveying refuse, rubbish, garbage or dirt.

B. Provided, that the city traffic engineer may by written permit authorize the operation of any such vehicle for the purpose of making necessary emergency deliveries to or from points within the central traffic district.

10.40.020 - Advertising vehicles prohibited.

No person shall operate or drive any vehicle used for advertising purposes or any advertising vehicle equipped with a loudspeaking device upon any street or alley at any time.

10.40.030 - Animal-drawn vehicles restricted.

No person shall operate or drive any animal-drawn vehicle into or within the central traffic district at any time without first obtaining a valid permit from the city manager or his authorized representative.

10.40.040 - Truck route establishment and regulations.

A. Whenever any resolution of this city designates and describes any street or portion thereof as a street, the use of which is permitted by any vehicle exceeding a maximum gross weight limit of three tons, the city traffic engineer is authorized to designate such street or streets by appropriate signs as "Truck Routes" for the movement of vehicles exceeding a maximum gross weight limit of three tons.

B. When any such truck route or routes are established and designated by appropriate signs, the operator of any vehicle exceeding a maximum gross weight limit of three tons shall drive on such route or routes and none other except that nothing in this section shall prohibit the operator of any vehicle exceeding a maximum gross weight of three tons coming from a "Truck Route" having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained therefor.

C. The provisions of this section shall not apply to passenger buses under the jurisdiction of the public utilities commission, or to any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility.

D. Those streets and parts of streets established by resolution of the council are declared to be truck routes for the movement of vehicles exceeding a maximum gross weight of three tons.

10.40.050 - Commercial vehicles prohibited on certain established streets.

A. Whenever any resolution of this city designates and describes any street or portion thereof as a street, the use of which is prohibited by any commercial vehicle, the city traffic engineer shall erect and maintain appropriate signs on those streets affected by such resolution.

B. Those streets and parts of streets established by resolution of the council are declared to be streets, the use of which is prohibited by any commercial vehicle. The provisions of this section shall not apply to passenger buses under the jurisdiction of the public utilities commission.

10.40.060 - Vehicle weight limit—Via Real.

Any vehicle with a gross weight in excess of six thousand pounds (three tons) is prohibited from using that part of Via Real beginning at the westerly terminus of Via Real adjacent to Carpinteria Creek and continuing along Via Real in an easterly direction to the westerly side of the intersection of Via Real with Mark Avenue, inclusive, excepting those vehicles subject to the provisions of California Public Utilities Code Sections 1031 through 1036, inclusive, and such service vehicles whose use of the restricted streets is necessary for the purpose of making pickups and/or deliveries from or to any building or structure located on such restricted street.

10.40.061 - Truck route—Highway 101 to industrial park.

A truck route for use by all vehicles, including those with a gross weight in excess of six thousand pounds (three tons) is established as follows: From a point of beginning on Bailard Avenue at both the northbound and/or southbound off ramps from State Highway 101 at the intersection of Bailard Avenue and State Highway 101, continue along Bailard Avenue in a southerly direction to the intersection of Bailard Avenue and Carpinteria Avenue, thence in an easterly direction along Carpinteria Avenue to the intersection of Carpinteria Avenue and State Highway 150, thence in a northerly direction along State Highway 150 to the intersection of State Highway 150 and Via Real, thence in a westerly direction along Via Real to the intersection of Via Real and Mark Avenue, to be in both directions along the described truck route.
