10.04.010 - Definitions generally.¶
The following words and phrases when used in this title shall, for the purpose of this title have the meanings respectively ascribed to them in this chapter.

10.04.020 - Vehicle Code definitions adopted when.¶
Whenever any words or phrases used in this title are not defined, but are defined in the Vehicle Code of the state of California and amendments thereto, such definitions shall apply.

10.04.030 - Central traffic district designated.¶
The central traffic district consists of all streets, public right-of-ways, parking lots and portions of streets as follows:
Carpinteria Avenue from Bailard Avenue on the east to Highway 101 on the west;
Linden Avenue from the city beach on the south to Nipomo Drive on the north;
Elm Lane from Carpinteria Avenue on the south to Sawyer Avenue on the north;
Eugenia Place from Carpinteria Avenue on the south to the end of Eugenia Place on the north;
Vallecito Road from Carpinteria Avenue on the south to a point one hundred fifty feet to the north;
Casitas Pass Road from Carpinteria Avenue on the south to a point fifty feet northerly of the northerly side of the Highway 101 northbound off-ramp;
Bailard Avenue from the extreme southerly terminus to the northerly side of Via Real;
Palm Avenue from Carpinteria Avenue on the north to the State Park entrance on the south;
Walnut Avenue from Carpinteria Avenue on the north to the railroad right-of-way on the south;
Maple Avenue from Carpinteria Avenue on the north to the railroad right-of-way on the south;
Cactus Lane from Carpinteria Avenue on the north to Seventh Street on the south;
Yucca Lane from Carpinteria Avenue on the north to Fifth Place on the south;
Elm Avenue from Carpinteria Avenue on the north to Fifth Street on the south;
Holly Avenue from Sawyer Avenue on the north to Fifth Street on the south;
Santa Ynez Avenue from Carpinteria Avenue on the south to Via Real on the north;
Dorrance Way from Linden Avenue on the east to a point one hundred fifty feet to the west;
Fifth Street from Linden Avenue on the east to Holly Avenue on the west;
Sixth Place from Yucca Lane on the east to Elm Avenue on the west;
Sixth Street from Palm Avenue on the east to Linden Avenue on the west;
Seventh Street from Walnut Avenue on the east to Carpinteria Avenue on the west;
Cedar Place from Yucca Lane on the east to Elm Avenue on the west;
Citrus Place from Maple Avenue on the east to Cactus Lane on the west;
Eighth Street from Palm Avenue on the east to Holly Avenue on the west;
Juniper Place from Yucca Lane on the east to Elm Avenue on the west;
Ninth Street from Cactus Lane on the east to Holly Avenue on the west;
Reynolds Avenue from Seventh Street on the south to Highway 101 on the north;
Via Real from Santa Ynez Avenue on the east to Cravens Lane on the west;
Santa Monica Road from Highway 101 on the south to a point two hundred feet north of Via Real;
City parking lot Number One, that public parking area bounded by Ninth Street on the south, Yucca Lane on the east, Carpinteria Avenue on the north and Elm Avenue on the west;
City parking lot Number Two, that public parking area located on the east side of Cactus Lane between Carpinteria Avenue and Ninth Street;
City parking lot Number Three, that public parking area located on the south side of Fifth Street between Linden Avenue on the east and Elm Avenue on the west.

10.04.040 - Coach.¶
"Coach" means a bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.

10.04.050 - Council.¶
"Council" means the city council.

10.04.060 - Curb.¶
"Curb" means the lateral boundary of the roadway whether such curb be marked by curbing construction, or not so marked. The word "curb" as used in this title shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.

10.04.070 - Divisional island.¶
"Divisional island" means a raised island located in the roadway and separating opposing or conflicting streams of traffic.

10.04.080 - Reserved.¶
Editor's note— Ord. No. 762, § 3, adopted Jan. 23, 2023, repealed § 10.04.080, which pertained to holidays and derived from Prior code § 3107.
10.04.090 - Loading zone.¶
"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

10.04.100 - Official time standard.¶
Whenever certain hours are named in this title, they shall mean standard time or daylight saving time as may be in current use in this city.

10.04.110 - Parking meter.¶
"Parking meter" means a mechanical device installed within or upon the curb or sidewalk area, or any off-street parking lots owned or controlled by the city immediately adjacent to a parking space, for the purpose of controlling the period of time of occupancy of such parking meter space by any vehicle.

10.04.120 - Parkway.¶
"Parkway" means that portion of a street other than a roadway or a sidewalk.

10.04.130 - Passenger loading zone.¶
"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

10.04.140 - Pedestrian.¶
"Pedestrian" means any person afoot.

10.04.150 - Police officer.¶
"Police officer" means and includes every officer of the police department of this city or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

10.04.160 - Stop.¶
"Stop" when required, means complete cessation of movement.

10.04.170 - Vehicle Code.¶
"Vehicle Code" means the Vehicle Code of the state of California.
