10.32.010 - Twenty-four-minute parking.

A. Green curb marking shall mean no standing or parking for a period of time longer than twenty-four minutes at any time between nine a.m. and six p.m. on any day except Sunday or as posted.

B. When authorized sign or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle adjacent to any such legible curb marking or sign or parking meter in violation thereof.

10.32.020 - Forty-minute parking.

When authorized sign or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle for a time longer than forty minutes between the hours of nine a.m. and six p.m. of any day except Sundays and holidays or as posted.

10.32.030 - One-hour parking.

When authorized sign or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle for a time longer than one hour between the hours of nine a.m. and six p.m. of any day except Sundays and holidays or as posted.

10.32.035 - Ninety-minute parking.

When authorized sign or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle for a time longer than ninety minutes between the hours of nine a.m. and six p.m. of any day except Sundays and holidays or as posted.

10.32.040 - Two-hour parking.

When authorized sign or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle for a time longer than two hours between the hours of nine a.m. and six p.m. of any day except Sundays and holidays or as posted.

10.32.050 - Parking parallel on one-way streets.

A. Subject to other and more restrictive limitations, a vehicle may be stopped or parked within eighteen inches of the left hand curb facing in the direction of traffic movement upon any one-way street unless signs are in place prohibiting such stopping or standing.

B. In the event a highway includes two or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left hand side of such one-way roadway unless signs are in place permitting such standing or parking.

C. The city traffic engineer is authorized to determine when standing or parking shall be prohibited upon the left hand side of any one-way street or when standing or parking may be permitted upon the left hand side of any one-way roadway of a highway having two or more separate roadways and shall erect signs giving notice thereof.

D. The requirement of parallel parking imposed by this section shall not apply in the event any commercial vehicle is actually engaged in the process of loading or unloading freight or goods, in which case such vehicle may be backed up to the curb; provided, that such vehicle does not extend beyond the centerline of the street and does not block traffic thereby.

10.32.060 - Diagonal parking.

A. On any of the streets or portions of streets established by resolution of the council as diagonal parking zones, when signs or pavement markings are in place indicating such diagonal parking, it is unlawful for the operator of any vehicle to park such vehicle except:

  1. At the angle to the curb indicated by signs or pavement markings allotting space to parked vehicles and entirely within the limits of the allotted space;

  2. With the front wheel nearest the curb within six inches of such curb.

B. The provisions of this section shall not apply when such vehicle is actually engaged in the process of loading or unloading passengers, freight or goods, in which event the provisions applicable in Section 10.36.060 shall be complied with.

10.32.070 - Parking space markings—Single space use required—Exceptions.

A. The city traffic engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted.

B. When such parking space markings are in place on the highway, subject to other more restrictive limitations, no vehicle shall be stopped, left standing or parked other than within a single space.

C. This section shall not apply to any commercial vehicle making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on a restricted street during the period of time reasonably necessary to complete such work; delivering materials to be used in the actual and bona fide repair, alterations, remodeling or construction of any building or structure upon a restricted street for which a building permit has previously been obtained; or to emergency parking of disabled vehicles, to public utility vehicles performing work operations, or to other commercial vehicles exempted by state law from parking restrictions.

10.32.080 - No stopping zones—Signing—Compliance.

A. The city traffic engineer shall designate established no stopping zones by placing and maintaining appropriate signs indicating that stopping of vehicles is prohibited and indicating the hours and day when stopping is prohibited.

B. During the hours and on the days designated on the signs, it is unlawful for the operator of any vehicle to stop such vehicle on any of the streets or parts of streets established by resolution of the council as "no stopping" zones.

10.32.100 - Handicapped parking—On-street designated.

The city traffic engineer shall designate special blue curb parking spaces for the purpose of providing on-street parking for exclusive use by physically handicapped persons.

10.32.110 - Handicapped parking—Off-street, publicly owned designated.

The city manager shall designate parking stalls or spaces in publicly owned, leased or controlled off-street parking facilities for exclusive use by physically handicapped persons.

10.32.120 - Handicapped parking—Privately owned.

The city declares that there are privately owned and operated parking facilities which reserve parking stalls for exclusive use by physically handicapped persons.

10.32.130 - Handicapped parking—Blue curb identification.

A. On-street—Blue Curb Spaces.

  1. Blue curb spaces shall be indicated by blue paint on the curb edge of the paved portion of the street. For further identification, the "International Symbol of Access," may be painted on the blue curb in white followed by the word "Only."

  2. In addition, a sign not less than seventeen inches by twenty-two inches with lettering not less than one inch in height shall be posted stating:

a. Unauthorized vehicles not displaying distinguishing license plates or placards issued for physically handicapped persons will be issued citations;

b. Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically handicapped persons will be towed away at owner's expense. Towed vehicles may be reclaimed at (address) or by telephoning (telephone number of local law enforcement agency).

  1. All signs shall be posted at a height of eighty inches from the ground.

B. Off-street—Publicly Owned Facilities.

  1. Designation of blue curb parking stalls in publicly financed off-street parking facilities shall be made by posting immediately adjacent to, and visible from same, a sign consisting of the International Symbol of Access.

  2. In addition, a sign not less than seventeen inches by twenty-two inches in size must be posted either at the entrance to the parking facility or immediately adjacent to and visible from the reserved stall(s), which states with lettering not less than one inch in height:

a. Unauthorized vehicles not displaying distinguishing license plates or placards issued for physically handicapped persons will be issued citations; or

b. Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically handicapped persons will be towed away at owner's expense. Towed vehicles may be reclaimed at (address) or by telephoning (telephone number of local law enforcement agency).

NOTE: The operator of the parking facility may then, and only after first contacting the local police or sheriff's department, cause the removal of a violator's automobile from the stall to the nearest public garage.

  1. All signs shall be posted at a height of eighty inches from the ground.

C. Off-street—Privately Financed Facilities.

  1. Designation of blue curb parking stalls in privately financed off-street parking facilities shall be made by posting immediately adjacent to, and visible from same a sign consisting of the International Symbol of Access.

  2. In addition, a sign not less than seventeen inches by twenty-two inches in size with lettering not less than one inch in height which clearly states:

a. Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically handicapped persons will be towed away at owner's expense. Towed vehicles may be reclaimed at (address) or by telephoning (telephone number of local law enforcement agency).

  1. This sign shall be posted at the entrance to the parking facility or immediately adjacent to, and visible from the reserved stall(s).

NOTE: The person in lawful possession of the parking facility may then and only after first contacting the local police or sheriff's department, cause the removal of a violator's automobile from the stall to the nearest public garage.

  1. A sign must be posted at the entry to all off-street parking facilities to the effect that the facility is subject to public traffic regulations and control.

  2. All signs shall be posted at a height of eighty inches from the ground

10.32.140 - Blue curb space use regulations.

Persons using blue curb parking spaces shall comply with the following:

A. No person shall park or stand any vehicle in a disabled persons parking zone (blue curb) unless such vehicle bears a special license or displays a special placard issued under the provisions of Sections 9105 or 22511.5 of the California Vehicle Code.

B. Blue curb parking spaces shall be operative twenty-four hours a day Sundays and holidays included.

C. Parking zones for the physically handicapped are subject to any temporary parking prohibitions established by the city.
