10.16.010 - Identification of funeral processions.¶
(a)
A funeral composed of a procession of vehicles shall be identified as such by the display upon the outside of each vehicle of a pennant or other identifying insignia or by such other method as may be determined and designated by the traffic division.
(b)
No driver of a vehicle shall drive between the vehicles comprising a funeral or other authorized procession while they are in motion and when such vehicles are conspicuously designated as required in this section.
(c)
Permits for the holding of funeral processions and escorts therefor shall be applied for and issued as provided in Section 10.16.060.

10.16.050 - Permitting bicycle access to portions of the San Tomas Expressway.¶
(a)
In order to promote the public welfare, it is determined upon the basis of an engineering and safety study that bicycle access shall be permitted on the San Tomas Expressway northbound from the northbound on- ramp from Winchester Boulevard to the north city limits, and southbound on the San Tomas Expressway
from the north city limits to the southbound off-ramp to Winchester Boulevard. Bicycle access shall also be permitted on the subject ramps between Winchester Boulevard and the San Tomas Expressway.
(b)
Excepting the provisions of subsection (a) of this section, it is determined that no person shall drive any bicycle, or any vehicle which is not drawn by a motor vehicle upon any street established as a freeway, as defined by Section 604.5 of the Vehicle Code, nor shall any pedestrian walk across or along any such street so designated and described except in space set aside for the use of pedestrians; provided official signs are in place giving notice of such restrictions.

10.16.060 - Parades and funeral processions—Permits.¶
(a)
No person or group of persons shall hold or be participants in a parade, funeral procession, or other procession, or other assemblage or demonstration upon any public street, unless a permit therefor has been granted by the chief of police. The permit may be issued upon written application to the chief of police, with the exception of a private party who possesses a permit to operate as a funeral escort as described in subsection (c) of this section.
(b)
In granting the permit, the chief of police shall have the right and authority to determine the route to be followed or the place where the assemblage may take place.
(c)
A private party may escort any funeral procession in or through the city providing that the private party has an escort operator permit issued by the chief of police. The permit may be issued upon written application to the chief of police and may be granted subject to such reasonable conditions as set forth by the chief of police. The conditions may include review of driving record, verification of employment with a licensed funeral escort company, verification of insurance, verification of completion of a safety training program determined acceptable by the chief of police, equipment inspection, and payment of a fee as set by city council resolution. The private party escort operator must renew his permit annually with the chief of police.
The private party escort operator must notify the chief of police at least one hour in advance that the procession will be starting in the city or entering the city. The notification must include the number of vehicles in the funeral procession and the route to be traveled.
(d)
Police officers using police vehicles and acting pursuant to orders and permission of the chief of police of the city, as provided in Section 10.16.010, may also escort funeral processions. The chief of police is authorized to provide such escort and may assign any number of police officers and vehicles for such purpose.
(e)
For each funeral escorted by a police officer, the city clerk shall collect from the funeral director or other applicant for each officer, not in excess of two, employed in such escort services such fee as the city council shall fix from time to time by resolution.

10.16.080 - Operating vehicle—City-owned facilities.¶
(a)
No person shall drive any vehicle upon the driveways, paths, parking facilities or the grounds of property owned or controlled by the city of Campbell in violation of the California Vehicle Code, Campbell Municipal Code, or any other such conditions and regulations imposed by the city council.
(b)
Appropriate signs giving notice of the codes or any other such conditions or regulations to be enforced shall be posted at the entrance to all designated areas.
(c)
Establishing a maximum speed limit of five m.p.h., where posted, in order to facilitate the orderly, reasonable, and safe movement of vehicular traffic.
