10.12.010 - Authority to install.

(a)

The city traffic engineer shall have the exclusive power and duty to place and maintain or cause to be placed and maintained official traffic-control devices when and as required under this code or by the order of the city council.

Whenever the Vehicle Code of this state required for the effectiveness of any provisions thereof that traffic control devices be installed to give notice to the public of the application of such law the city traffic engineer is authorized to install the necessary devices subject to any limitations or restrictions set forth in the law applicable hereto.

10.12.020 - When required for enforcement purposes.

No provision of the Vehicle Code or of this title for which signs are required shall be enforced against any alleged violator unless appropriate signs are in place and sufficiently legible to be seen by an ordinarily observant person, giving notice of such provisions of the traffic laws.

10.12.030 - Obedience.

The driver of any vehicle shall obey the instructions of any official traffic-control device applicable thereto placed in accordance with the traffic code of this city unless otherwise directed by a police officer subject to the exceptions granted the driver of an authorized emergency vehicle when responding to emergency calls.

10.12.040 - Installation of traffic signals.

(a)

The city traffic engineer is directed to recommend to the city council the installation of official traffic signals at those intersections and other places where traffic conditions are such as to require that the flow of traffic be alternately interrupted and released in order to prevent or relieve traffic congestion or to protect life or property when exceptional hazard, and to install and maintain the same when ordered to do so by resolution of the city council.

The city traffic engineer shall ascertain and determine the locations where such signals are required by resort to field observations, traffic counts and other traffic information as may be pertinent, and his determinations therefrom shall be in accordance with those traffic engineering and safety standards and instructions set forth in the Traffic Manual, issued by the California Department of Transportation.

10.12.050 - Lane markings.

The city traffic engineer is authorized to mark centerlines and lane lines upon the surface of the roadway to indicate the course to be traveled by vehicles and may place signs temporarily designating lanes to be used by traffic moving in a particular direction, regardless of the centerline of the highway. When authorized

signs have been placed designating off center traffic lanes, no person shall disobey the instructions given by such signs.

10.12.060 - Authority to remove and relocate.

The city traffic engineer with the consent of the city council and the city council by resolution, may remove, relocate, cause to be removed, relocated and discontinued, the operation of any traffic-control device provided for in this title not specifically required by state law, whenever it is determined in any particular case that conditions warrant such action.

10.12.070 - Hours of operation.

The city traffic engineer shall determine the hours and days during which any traffic-control device shall be in operation or be in effect, except in those cases where such hour or days are specified in this chapter.

10.12.080 - Authority to place—Obedience to turning markers.

(a)

The city traffic engineer is authorized to place markers, buttons, or signs within, or adjacent to, intersection indicating the course to be traveled by vehicles turning at such intersections, and such course to be traveled as so indicated may conform to or be other than as prescribed by law or ordinance.

(b)

When authorized markers, buttons, or other indications are placed within, or adjacent to intersections indicating the course to be traveled by vehicles turning thereat, no driver of a vehicle shall disobey the direction of such indications.

10.12.090 - Authority to sign one-way streets and alleys.

Whenever any ordinance or resolution of this city designates any one-way street or alley, the city traffic engineer shall place and maintain signs giving notice thereof, and no such regulations shall be effective unless such signs are in place. Signs indicating the directions of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.

10.12.100 - Authority to erect stop signs.

Whenever any ordinance or resolution of this city designates and describes any street or portion thereof as a through street, or any intersection at which vehicles are required to stop at one or more entrances

thereto, or any railroad grade crossing at which vehicles are required to stop, the city traffic engineer shall erect and maintain stop signs as follows:

A stop sign shall be erected on each and every street intersecting such a through street or portion thereof so designated and at those entrances or other intersections where a stop is required and at any railroad grade crossing so designated. Every such sign shall conform with and be placed as provided in Section 471 of the Vehicle Code.

10.12.110 - Crosswalks.

The city traffic engineer is authorized to establish, designate and maintain crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway where in his opinion said crosswalk markings will be of benefit to pedestrians crossing the roadway.
