7.12.010 - Kennel license required.

No person may own, manage, or operate a kennel without having a current and valid license issued under the provisions of this chapter. For purposes of this chapter, "kennel" means any place or premises where five or more dogs or cats over the age of four months are kept for commercial purposes. "Commercial purposes" means boarding, grooming, breeding, training, sale and related purposes.

7.12.020 - License procedures.

The kennel license required by this chapter may be obtained by written application to the director on the form provided by the director. Such application must be accompanied by a certificate from the county health officer stating that such kennel was inspected and found to be in a sanitary and healthful condition. Such application must also be accompanied by the applicable annual fee set by resolution. Upon receipt of a complete application, certificate, and fee, the director will issue the kennel license. The license period for a kennel license will be one year, beginning January 1st and ending December 31st. Renewal will be made only upon application, proof of certification, and payment of the fee in the manner provided for the issuance of the original kennel license.

7.12.030 - License—Revocation.

Any kennel license issued under this chapter may be revoked by the director acting on behalf of the city whenever, in the director's opinion, the kennel is not being maintained in a sanitary or healthful condition or is not provided with adequate care and supervision for the animals confined therein. The revocation will become effective thirty days after notice of such defective condition is deposited in the mail, postage prepaid, directed to the person(s) owning or operating such kennel at the address shown in the application, unless, within such thirty days, the noticed condition is corrected to the satisfaction of the county health officer. After such revocation becomes effective, the revoked license will be invalid and all kennel operations must cease.

7.12.040 - Consistency with zoning.

The requirements of this chapter are in addition to, and not in limitation of, the requirements of any applicable zoning ordinances or land use regulations. A kennel license issued under this chapter will not be renewed if the operation of a kennel becomes a prohibited use for the zone in which it is located.
