7.08.010 - Disposal of impounded animals other than livestock.¶
The director must feed and care for any animal impounded until it is disposed of as provided by law. If such animal is a dog, that is not a diseased or injured animal as defined in this chapter, and is not being isolated pursuant to Chapter 7.16, the person that maintains such impounded dog may redeem it at any time after the dog is impounded by describing it, proving ownership to the satisfaction of the director, paying all applicable fees and obtaining, when necessary, the dog license required under Chapter 7.04. If the impounded dog bears a license tag issued under the provisions of this title, notice will be mailed to the address shown on the copy of the receipt for such license tag on file with the director. If any impounded dog is not redeemed, or if the owner of such dog is unknown to the director, or fails, or refuses to comply with any of the requirements of redemption as provided in this chapter, or if the owner has waived the redemption period in writing, such dog will be deemed to be abandoned, and the director must dispose of such dog according to the provisions of applicable state law. In disposing of an impounded animal, the director may, in the director's discretion, destroy the animal in a humane manner or the director may sell such animal. The price to be charged for any animal sold as a pet or to any state chartered humane society will be as prescribed by resolution.

7.08.020 - Temporary animal shelter.¶
The director is authorized to temporarily impound animals within an enclosure other than the county animal shelter, and such an enclosure will constitute a temporary animal shelter. Notice that an enclosure is an animal shelter must be given by placing a sign to that effect on the gate or other entrance to the property.

7.08.030 - Livestock running at large.¶
No person that maintains any livestock may permit such livestock to run at large upon the private property of another without the permission of the person owning or occupying such private property, or upon the streets or public places of the city. The director is authorized to deputize individuals who are properly equipped to capture and transport any livestock that is running at large in violation of this title. Each animal captured or transported will be impounded at the risk of the owner, and the owner of such animal is liable for all fees set forth in Section 7.08.050. Any violation of the provisions of this section will constitute a misdemeanor/infraction.

7.08.040 - Maintaining stallions.¶
Upon approval of the county veterinarian, a stallion may be maintained, when authorized under the city's land use regulations, in a substantial corral of wood or other construction six feet in height and under conditions to prevent escape and protect people or other animals. A minimum substantial corral is defined as being constructed of four-inch by four-inch posts, eight feet on center, anchored twenty-four inches in portland cement with two-inch by six-inch rails set two feet apart.

7.08.050 - Fees for redeeming livestock.¶
If any impounded livestock is redeemed, the director must collect all applicable fees before delivering the animal to the person redeeming it.

7.08.060 - Liability.¶
All animals specified in this title that may be impounded will be kept at the risk of the owner of such animal, and neither the city nor its officers, agents or employees will be liable to the owner, for the delivery in good faith of any such animal to a person claiming to be, but not in fact being, entitled to reclaim the same. Neither the city, nor its officers, agents or employees will be liable for injury or disease to any animal incurred while such animal is being captured, transported, or impounded.
