7.04.010 - License tag requirements.

Every person who resides in the city and who owns, harbors, or keeps any dog over the age of four months for thirty days or longer must obtain a current license and license tag issued. The license tag obtained must be attached to a substantial collar or harness which must be worn by the dog at all times except as provide in Section 7.04.020. Any dog found without a current license tag or for which there is no current license may be impounded by the director or any peace officer.

7.04.020 - Exemption from wearing of license.

A license tag need not be worn by a dog when the dog is:

A. Within an enclosure sufficient to securely confine the dog to the premises of a county or city animal shelter, animal hospital, licensed dog kennel, and animal rescue entity organized and existing under Internal Revenue Code Section 501(c)(3)or

B. Participating in or training for sporting events, field trials, obedience classes, dog shows or herding livestock; provided such dog is not allowed to run at large.

C. Used by law enforcement agency to perform official law enforcement duties.

7.04.030 - License—Application.

The license and license tag may be obtained by displaying an acceptable rabies vaccination certificate, furnishing the information required herein, and paying the proper fee to the division. Such information shall include the name, sex, breed, age and color of the dog for which the application is made and shall include the address and telephone number of the person owning, harboring, or keeping such dog. The official receiving such information shall record it on the receipt to be given for payment of the license fee. The expiration date of the rabies vaccination shall be recorded on the receipt and shall not extend pass the vaccination expiration date. No license shall be issued to any person under the age of eighteen years.

7.04.040 - License—Period.

The license period for any license issued under this chapter will be the period of time specified on the license application. The license period specified on any given license application will be whatever period the director may select for that particular license application; provided, however, that such period shall not extend beyond the expiration date of the applicable rabies vaccination. A license will expire, and such license and corresponding license tag will cease to be current, upon the expiration of the applicable license period

7.04.050 - License—Fee.

The fee for a dog license will be the amount established by resolution. The license fee for a dog that has been spayed or neutered, as verified by a veterinarian's certificate, may not be more than fifty percent of the fee for a dog of the same sex that has not been spayed or neutered.

7.04.060 - Exemption from license fee.

A dog license will be issued free of charge in the following instances:

A. When the license is for a dog that will be used as a guide dog for a blind person. An affidavit attesting to the fact that the dog will be used as a guide dog must be given to the official issuing the license;

B. When the license is for a dog that has been honorably discharged from the armed services of the United States, or from the police or fire departments. Such discharge may be established by providing the discharge papers issued for such dog;

C. When the license is for a dog belonging to and actively used by a governmental agency for law enforcement, search and rescue, or fire detection purposes.

7.04.070 - License application due date and late penalties.

The license application and fee required by this chapter are due no later than thirty days after any of the following events:

  1. The previous license, if any, expires;

  2. The dog is acquired by the person owning, harboring or maintaining it;

  3. The dog is brought into the city; or

  4. The dog attains the age of four months; whichever last occurs.

Any person purchasing a license after the due date must pay, in addition to the license fee, a late license penalty in an amount equal to one hundred percent of the license fee that would be applicable if the license period were one year, regardless of the actual license period for which such license is issued. Such penalty will be in addition to any other penalty or sanction that may be imposed under this chapter for failure to have a license.

7.04.080 - Issuance of license tag.

Upon receipt of a complete application form, accompanied by payment of the proper fee and rabies vaccination certificate, a license and receipt will be issued to the applicant, and a metal license tag mailed to the applicant's address. Each tag will be serially numbered and stamped with the words "Ventura County, CA" and the year in which it was issued. The division will maintain a record of all issued licenses.

7.04.090 - Lost license tag.

If a license tag is lost, a duplicate tag may be obtained from the division upon payment of the applicable fee.

7.04.100 - Transfer of license.

In the event that there is a change in ownership of a dog licensed pursuant to this chapter during for which such license is issued, the new owner may have the current license transferred to his or her name upon the payment of the applicable transfer fee.

7.04.110 - License inspectors.

The director may appoint animal license inspectors for the purpose of inspecting animals required to be licensed under this chapter to ascertain if such animals are properly licensed, to issue the licenses required under this chapter, and to collect the required license fees.

7.04.120 - License violations.

It is a violation of this chapter for any person to counterfeit a dog license tag, or attach a license tag issued under this chapter to any dog other than the one for which such tag was issued, or obtain a dog license tag or dog kennel license and, in doing so, state as true any material matter which the applicant knows to be false.
