2.28.010 - Created.¶
A planning commission for the city is created.

2.28.020 - Members.¶
The planning commission shall consist of five members who shall be qualified electors of the city. Of the members of the commission first appointed under this chapter, one shall be appointed for the term of four years, one for the term of three years, one for the term of two years, and two for the term of one year. The successors shall be appointed for terms of four years. If vacancies occur, other than by expiration of term, such vacancies shall be filled by appointment for the unexpired portion of the term. Members shall be appointed by the mayor with the approval of the city council.

2.28.030 - Absence from meetings.¶
If a member of the planning commission is absent from three successive regular meetings of the commission without cause, the office of such member shall be deemed to be vacant and the term of such member ipso facto terminated and the planning commission shall immediately inform the city council of such termination.

2.28.040 - Absence for cause.¶
An absence due to illness or an unavoidable absence from the city and written notice thereof to the planning commission on or before the day of any regular meeting by the commission shall be deemed absence for cause.

2.28.050 - Regular meeting.¶
A regular meeting as provided for by law or by rule of the planning commission or any regularly advertised public hearing shall be deemed a regular meeting.

2.28.060 - Organization.¶
The planning commission shall elect its chairman from among its appointed members for a term of one year and, subject to other provisions of law, may create and fill such other offices as it may determine. The planning commission shall hold at least one regular meeting in each month. It shall adopt rules for transaction of business and shall keep a record of the resolutions, transactions, findings, and determinations, which record shall be a public record.

2.28.070 - Duties.¶
The city planning commission shall perform the duties and have all the rights, powers and privileges specified and provided for in this code or by state law.

2.28.080 - Fee procedure.¶
Not withstanding any of the provisions of Titles 18 and 19 of this code to the contrary, the fees for matters concerning zoning, land use, subdivisions and other procedures within the planning department of the city or processed through the planning department shall be established by resolution of the city council unless required by law to be established by ordinance. In the event any fee established by resolution of the city council adopted subsequent to December 22, 1971, is different from, or contrary to, the fee established by any provision of this code contained in Titles 18 and 19, then the fee established by the resolution shall control.
