2.08.010 - Meetings.¶
There shall be two regular meetings of the city council during each calendar month and such meetings shall be held on the second and fourth Wednesdays thereof, at an hour to be determined by the current city council by minute action and posted on all agendas; provided, however, that if the date of any such regular meeting falls on a holiday, the regular meeting shall be held the next succeeding day which is not a holiday.

2.08.020 - Meeting place.¶
The meeting place of the city council shall be 601 Carmen Drive, Camarillo, California, or such other place as the council may designate by resolution.

2.08.030 - Expense reimbursement.¶
A. General. Government Code Section 36514.5 provides that members of the city council may be reimbursed for actual and necessary expenses incurred in the performance of official duties. Reimbursement for these expenses is subject to the requirements set forth in Government Code Sections 53232.2 and 53232.3.
B. Reimbursement Policy. The city must adopt a written expense reimbursement policy that satisfies the requirements of Government Code Sections 53232.2 and 53232.3.
C. Reimbursement. Members of the city council are entitled to reimbursement for actual and necessary expenses incurred in the performance of official duties, and which are in compliance with the city's expense reimbursement policy, as it may be amended from time to time.

2.080.040 - Salaries.¶
Effective January 1, 2027, the salary for each member of the city council shall be increased by three percent resulting in a monthly salary of one thousand six hundred sixty-nine dollars and eighteen cents.

2.08.050 - Term limits.¶
A. The purpose of this section is to create more competitive elections by ensuring that periodically the advantages of incumbency of a city council member will yield to increased citizen participation in seeking elective office.
B. No person shall serve more than three consecutive terms of office as a member of the city council, either by election or appointment, until at least four years after the expiration of the third consecutive term in office. After a break in service of at least four years, an individual who has previously served on the city council for three or more terms will become eligible to again serve on the city council.
C. Any person who, either by appointment or election, serves a partial term of office as a member of the city council for more than two years shall be deemed, for the purpose of this section, to have served a full four-year term. Any member of the city council who resigns or is removed from office during a term shall be deemed to have served a full term.
D. The three consecutive terms limit established by this section shall apply prospectively only to those terms of office which commence on or after November 6, 2018.
E. This section shall not be amended or repealed except by a majority vote of the voters of the City of Camarillo at a regularly scheduled election.
F. If any part of this section is held by a court of law of competent jurisdiction to be invalid, the remaining parts of this section shall remain in full force and effect.

2.08.060 - District based electoral system.¶
Pursuant to California Elections Code Sections 21600 et seq. and the election schedule established in Section 2.08.080 of this Chapter, beginning in November 2022, Members of the City Council shall be elected in a district-based electoral system from five (5) single-member City Council Districts. For purposes of this Chapter, the term "district-based electoral system" shall mean the election of Members of the City Council by the voters of the district alone as provided in California Government Code Section 34871, subdivision (a).

2.08.070 - Redistricting of city council electoral districts.¶
A. Pursuant to Section 2.08.060 of this chapter, members of the city Council shall be elected on a district-based electoral system, from the five city council districts described as follows, which shall continue in effect until they are amended or repealed in accordance with law:
City council district 1 shall comprise all that portion of the city reflected in attachment A.
City council district 2 shall comprise all that portion of the city reflected in attachment A.
City council district 3 shall comprise all that portion of the city reflected in attachment A.
City council district 4 shall comprise all that portion of the city reflected in attachment A.
City council district 5 shall comprise all that portion of the city reflected in attachment A.
B. Members of the city council shall be elected in the electoral districts established by this section and as subsequently reapportioned pursuant to applicable state and federal law, until the by-district electoral system is amended or repealed in accordance with law.
C. Except as provided in subdivision D herein and notwithstanding any other provision of this chapter, once this ordinance is fully phased in, the member of the city council elected to represent a district must reside in that district and be a registered voter in that district, and any candidate for city council must live in, and be a registered voter in, the district in which he or she seeks election at the time nomination papers are issued, pursuant to Elections Code 10227. Termination of residency in a district by a member of the city council shall create an immediate vacancy for that city council district unless a substitute residence within the district is established within thirty days after the termination of residency.
D. Notwithstanding any other provision of this section, and consistent with the requirements of California Elections Code Section 21606, the members of the city council in office at the time the ordinance codified in this chapter takes effect, shall continue in office until the expiration of the full term to which he or she was elected and until his or her successor is qualified. A vacancy in a council member seat elected at-large shall be filled by appointment or at-large election of a person qualified to hold the office who is a resident of the city. A vacancy in an office filled in a by-district election in 2020 shall be filled by appointment or by special by-district election of a person qualified to hold the office who resides in the district as configured in 2020. At the end of the term of each member of the city council, that member's successor shall be elected on a by-district basis in the districts established in Section 2.08.070 of this chapter for each district under the new district plan that has the same district number as a district whose incumbent's term is due to expire. Thereafter, a vacancy in a council member seat elected by-district shall be filled by appointment or by-district election of a person qualified to hold the office who is a resident of the district.

2.08.080 - Election schedule.¶
The members of the city council shall be elected in City Council Districts Nos. 1, 2, and 5 as reflected in attachment A or as amended in accordance with law, beginning at the General Municipal Election in November 2022, and every four years thereafter. Members of the city council shall be elected from City Council Districts Nos. 3 and 4 as reflected in attachment A or as amended in accordance with law, beginning at the General Municipal Election in November 2024, and every four years thereafter, as such city council districts shall be amended.
