Sec. 5-1.701. - Handbills.¶
(a) No person shall distribute, scatter, hand out or circulate handbills, circulars, tracks or leaflets which do not have printed on the cover, front or back, the following:
(1) The name and address of the person who causes the handbill, circular, track or leaflet to be printed, written, compiled and manufactured;
(2) The name and address of the person who causes the handbill, circular, track or leaflet to be distributed; and
(3) If the person who causes the handbill, circular, track or leaflet to be printed, written, compiled, manufactured or distributed is a fictitious person, the true name of the owner, manager or agent of the person sponsoring such material.
(b) No person shall post, hand out, or distribute handbills, circulars, tracks or leaflets which reasonably tend to incite a riot or other public disorder or which advocates disloyalty to, or the overthrow of, the government of the United States or of the State of California by force of arms or other unlawful means, or which urges any unlawful conduct, or which encourages or reasonably tends to encourage a breach of the public peace of the community.
