Sec. 2-1.401. - General.

Meetings of the Council and its advisory bodies shall be held in compliance with the Ralph M. Brown Act (California Government Code section 54950 et seq.).

Sec. 2-1.402. - Regular and Special Meetings.

(a) The Council shall hold regular meetings on the second and fourth Tuesday of each month at City Hall located at 21000 Hacienda Boulevard, California City. A closed session shall be held, when necessary, between the hours of four p.m. and six p.m., and the regular session shall commence at six p.m. on said days. If the date of any regular meeting falls on a holiday, the closed session and regular session shall instead be held on the next succeeding day which is not a holiday during the same hours as stated in this section. Meetings may also be held from time to time at other locations authorized by the Ralph M. Brown Act.

(b) Special meetings of the Council may be called by the Mayor, Vice Mayor or City Clerk upon twenty-four-hour notice to each member.

(c) The Council may hold study session meetings to hear reports from the staff and to review, discuss, and debate matters of interest to the City. No official action shall be taken at a study session. The verbal participation of the public in study sessions will be governed by rules set by Council resolution.

(d) Each advisory body may establish a time and place for regular meetings, and may call special meetings in the same manner as the Council.

Sec. 2-1.403. - Record of Proceedings.

The minutes of public meetings shall be available for public inspection when approved by the body. If meetings are recorded, the recording shall be made available for public inspection for a period of at least five years before the recording is erased.

Sec. 2-1.404. - Rules of Conduct.

(a) The affirmative vote of at least three Council members is necessary for the Council to approve ordinances, resolutions or orders for the payment of money. The Council shall take action by motion, resolution or ordinance. Motions and resolutions may be adopted on voice vote, but a roll call vote shall be taken if requested by an individual member of the Council. Ordinances shall be adopted by a roll call vote.

(b) The business of the Council shall be conducted in substantially the order and in the manner as set forth in this Code, any resolution of the Council, and subject to any requirements of state and federal law. The parliamentary rules of Rosenberg's Rules of Order will be used as a guide only. No motion, ordinance, resolution, proceedings or other action of the Council or any advisory body, shall be invalidated, or the legality thereof otherwise affected by the failure to follow Robert's Rules of Order.

Sec. 2-1.405. - Agenda.

Agendas shall be established and posted in compliance with the requirements of the Ralph M. Brown Act. At least 72 hours before a regular meeting, or at least 24 hours prior to a special meeting, the City Manager, or designee, shall post an agenda containing a brief, general description of each item of business to be transacted or discussed at the meeting, including the items to be discussed in closed session. The posting shall be freely accessible to the public.

Sec. 2-1.406. - Closed Sessions.

(a) The Council and its advisory bodies may conduct closed sessions as authorized by the Ralph M. Brown Act.

(b) Closed sessions of the Council shall be recorded, and recordings shall be kept for a total of five years. Closed session recordings shall not be subject to public disclosure except as authorized under state law.
