12.08.010 - Construction of certain structures on sidewalks, streets or alleys.¶
A. Prohibited. It is unlawful for any person, firm or corporation, whether as principal or agent, clerk or employee, either for himself or for any other person, to construct or place upon any public sidewalk, street or alley of the city any gasoline pump, scale, vending machine, or any structure, equipment, or machine which obstructs such public sidewalk, street or alley, or parkway, or any part or portion thereof.
B. Exceptions. Subsection A of this section shall not apply to the building of arcades or posts or pillars to support such arcades as provided for in building ordinances of this city.

12.08.020 - Duty to clean sidewalks and alleys.¶
Every occupant, or owner, of the ground level portion of a building in a business district or commercial zone of the city who fails to maintain the sidewalk or an alley adjacent to his portion of the building in a clean and unobstructed condition, clear of all litter or debris of any nature, is guilty of an infraction and may be cited by any city police officer or city code enforcement officer. Failure to maintain said sidewalk shall constitute a separate violation for each day that said violation continues. Violations of this section may be enforced pursuant to the administrative citation procedure in Chapter 1.27 of this code. A violation of this section for thirty days or more shall constitute a public nuisance and is a misdemeanor violation subjecting the occupant and owner of the building to the general penalty section of this municipal code. In such event the city may clean the area at the building owner's expense. Any unpaid expense of the city in this regard shall become a lien against the property. In the event the building is unoccupied, the owner thereof shall be subject to the provisions of this section, and if he/she fails to keep the sidewalks in a clean and unobstructed condition, the city may do so at his/her expense. 12.08.030 - Sweeping debris from sidewalks onto streets.¶
It is unlawful for any person, firm or corporation, whether as principal or agent, clerk or employee, either for himself or for any other person, to sweep dirt, rubbish, or wastes of any kind from any sidewalk in the city onto any street, highway, alley or public thoroughfare.

12.08.040 - Materials on sidewalks, streets or alleys.¶
A. Time Limit. It is unlawful for any person, firm or corporation, whether as principal or agent, clerk or employee, either for himself or for any other person, to allow packing cases, merchandise, fixtures, building materials, or any other materials being handled, sold, or moved to or from any building or vacant lot over a public sidewalk, street, or alley to remain on such sidewalk, street or alley longer than two hours unless the chief of police issues a written permit extending the permissible time when public convenience and necessity require it. Additional time shall be limited to a reasonable period not to exceed twenty-four hours during which time the permittee shall assume all risks involved, be responsible for any damages caused thereby, and provide any necessary protections to the public.
B. Permits. Any permit issued under this section shall state the time limit of the permit and must be signed by the chief of police or another officer authorized to act for the chief of police.
C. Removal. Any objects, materials, or debris falling from any building or vehicle and deposited on any sidewalk, street, or alley shall be promptly removed by the person responsible (whether by accident or otherwise), and the sidewalk, street or alley left in a clean and safe condition. Failure to remove such materials constitutes a misdemeanor, and on such failure the city may remove the materials, objects or debris at the expense of the person responsible.

12.08.050 - Driving on sidewalks.¶
It is unlawful for any person to drive or permit the driving of any vehicle or machine on any sidewalk in the city except at warehouse entrances or established driveways without first having obtained a permit from the superintendent of streets. Such permits shall be issued only when required by public convenience and necessity and if the holder thereof assumes in writing thereon responsibility for any damages to the sidewalks.
