2.24.010 - Office created.¶
The office of the chief financial officer is created and established. Although the chief financial officer shall be deemed the director of finance within the meaning of Government Code section 40805.5, which authorizes the transfer of certain duties of the city clerk to the director of finance, this position may be known as the chief financial officer within the city at the option of the appointing authority.

2.24.020 - Powers and duties.¶
A. The chief financial officer shall be the head of the finance department of the city, and shall have the power and shall be required to:
Have charge of the administration of the financial affairs of the city;
Compile the budget expense and income estimates;
Maintain a general accounting system for the city and each of its officers, departments and agencies;
Supervise and be responsible for the disbursement of all moneys and audit of all expenditures to insure that budget appropriations are not exceeded;
Audit all purchase orders before issuance to insure that sufficient funds are appropriated and available;
Audit and approve before payment of bills, invoices, payrolls, demands or charges against the city and with advice of the city attorney, when necessary, determine the regularity, legality and correctness of such claims, demands or charges;
Prepare and submit to the city council periodically a register of audited demands with his/her affidavit attached thereto as provided in the Government Code;
Submit to the city council periodic statements of all receipts and disbursements in sufficient detail to show the exact financial condition of the city;
At of the end of each fiscal year, submit a complete financial statement and report;
Supervise the keeping of current in-ventories of all property of the city by all city departments, offices and agencies;
Perform all the financial and accounting duties which would be imposed upon the city clerk in the absence of this chapter, and the city clerk shall be relieved of such duties, including all such duties imposed upon the city clerk by Government Code sections 40802 to 40805;
Perform all duties that are imposed upon the director of finance by this Code or by other law; and
Perform such other duties as may be imposed upon him/her by this Code, other law, or the appointing authority acting in a manner authorized by this Code or other law.
B. No duty, power, or responsibility imposed upon the chief financial officer by this Code or other law may be altered or modified in any way, unless pursuant to a resolution or other written approval of the city council.

2.24.030 - Bond.¶
Before entering upon the duties of the office, the chief financial officer shall execute a surety bond to the city. Except as otherwise provided, the bond shall conform to the provisions of the Government Code relating to bonds of public officers. The penal sum of the bond shall be set by the city manager. Any premium for such bond shall be a proper charge against the city.

2.24.040 - Appointment of chief financial officer.¶
A. Unless the city council adopts a resolution vesting such power in itself, the chief financial officer shall report to the city manager and it shall be the duty of the city manager to appoint, remove, promote, demote, and discipline the chief financial officer.
B. If the city council adopts a resolution vesting the power to appoint the chief financial officer in the city council, then the chief financial officer shall report directly to the city council and only the city council shall have the power to remove, appoint, promote, demote, and discipline the chief financial officer.
C. The city council reserves the right to change the appointing authority with respect to the chief financial officer, without notice to the chief financial officer. The chief financial officer shall have no property interest in reporting to either the council or the city manager.
