2.16.010 - Office created.

The city treasurer of the city shall be appointed by the city manager, with city council approval and such individual shall be qualified by training and experience to perform the duties of the office. The office of city treasurer may be combined with any other office or position not inconsistent therewith.

2.16.020 - Powers and duties.

A. Receipt and Custody of Money. The city treasurer shall receive and safely keep all money coming into his/her hands as treasurer.

B. Compliance with Laws Governing Deposit and Securing of Public Funds. The city treasurer shall comply with all laws governing the deposit and securing of public funds and the handling of trust funds in his/her possession.

C. Payment on Warrants. The city treasurer shall pay out money only on warrants signed by legally designated persons.

D. Monthly Report and Accounting. Regularly, at least once each month, the city treasurer shall submit to the city clerk a written report and accounting of all receipts, disbursements and fund balances. A copy shall be filed with the legislative body.

E. Taxes and License Fees. The city treasurer shall perform such duties relative to the collection of city taxes and license fees as are prescribed by ordinance.

F. Drawing of Warrants. Upon allowing a demand or approving a register of audited demands, the mayor shall draw a warrant or warrants upon the city treasurer specifying the purpose for which drawn and the fund from which payment is to be made. The city clerk shall countersign the warrant. The city council, by ordinance or resolution, may prescribe an alternative method of drawing warrants and checks.

G. Treasurer's Departmental Trust Fund. By ordinance or resolution, the city council may provide for a treasurer's departmental trust fund into which collections of the police department and other officers authorized to make collections may be deposited at frequent intervals during each month. Officers or employees shall advise the city treasurer upon making each deposit.

H. Withdrawals From the Fund. The city treasurer shall make withdrawals from such fund only on order signed by the proper department head and for the following purposes:

  1. Making a refund of bail, which has been exonerated, or other refundable deposits;

  2. Revolving fund advances authorized by the city council;

  3. Correction of clerical or ministerial errors in the receipt of payments to the city;

  4. Making settlements with city funds at the end of each calendar month for collections accumulated during the month.

I. Investments and Cash Management. Investments and cash management will be the responsibility of the city treasurer, under the general direction of the city manager.

J. Surplus Funds and Investment Policy. The city treasurer, under the general direction of the city manager, shall invest surplus funds of the city in accordance with the provisions of Government Code Section 53600, et seq. and of the investment policy. Said investment policy shall be presented and approved by the city council on an annual basis.

K. Additional Duties. The city treasurer shall perform such additional duties as are prescribed by ordinance.

2.16.030 - Appointment.

The position of city treasurer was designated appointed in the petition for incorporation of the city. The city manager designates the city treasurer and the city council appoints such officer by resolution.

2.16.040 - Deputies.

The city treasurer may appoint deputies, for whose acts his/her bondsmen are responsible and may delegate such duties and responsibilities as are deemed appropriate to any deputy appointed thereby, subject to approval, by minute action, of the city council. The deputies shall hold office at the pleasure of the city treasurer and receive such compensation as is provided by the city council.

2.16.050 - Compensation.

The city treasurer shall receive, at stated times, a compensation fixed by ordinance or resolution.

2.16.060 - Bond.

Before entering upon the duties of the office, the city treasurer shall execute a surety bond to the city. Except as otherwise provided, the bond shall conform to the provisions of the Government Code relating to bonds of public officers. The penal sum of the bond shall be in a reasonable amount recommended by the city attorney and fixed by the city council, by resolution, and may be changed during their term of office. Any premium for such bond shall be a proper charge against the city.
