CHAPTER 4
EMERGENCY PLANNING AND PREPAREDNESS
User note:
About this chapter: Chapter 4 addresses the human contribution to life safety in buildings when a fire or other emergency occurs. The requirements for continuous training and scheduled fire, evacuation and lockdown drills can be as important as the required periodic inspec- tions and maintenance of built-in fire protection features. The level of preparation by the occupants also improves the emergency responders’ abilities during an emergency. The International Building Code focuses on built-in fire protection features, such as automatic sprinkler sys- tems, fire-resistance-rated construction and properly designed egress systems, whereas this chapter fully addresses the human element.
405.5 Record keeping. Records shall be maintained of¶
required emergency evacuation drills and include the following information:
Identity of the person conducting the drill.
Date and time of the drill.
Notification method used.
Employees on duty and participating.
Number of occupants evacuated.
Special conditions simulated.
Problems encountered.
Weather conditions when occupants were evacuated.
Time required to accomplish complete evacuation.
405.6 Notification. Where required by the fire code official,¶
prior notification of emergency evacuation drills shall be given to the fire code official.
405.7 Initiation. Where a fire alarm system is provided,¶
emergency evacuation drills shall be initiated by activating the fire alarm system.
405.8 Accountability. As building occupants arrive at the¶
assembly point, efforts shall be made to determine if all occupants have been successfully evacuated or have been accounted for.
