§ 10.24.010. Establishment of time limits.¶
The Traffic Engineer is hereby authorized to establish time limits for parking on any city street and within any city or city redevelopment agency-owned or operated off-street parking facility, and to post signs and/or mark curbs or pavement to indicate such time limits. When authorized signs or markings are in place giving notice of the parking time limits, no person shall stop, stand or park any vehicle upon any city street or within any city or city redevelopment agency-owned or operated off-street parking facility so posted, for a period longer than the time indicated on the sign or marking.

§ 10.24.020. No parking zones.¶
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets of the city.

§ 10.24.030. Permit required for extended overnight on-street parking.¶
A. No person shall stop, stand or park any vehicle on any street for a period of time longer than thirty (30) consecutive minutes between the hours of 2:00 a.m. and 6:00 a.m. of any day.
B. Any resident of the city may apply for an annual, temporary, or twenty-four (24) hour overnight parking permit, in accordance with the city Overnight Parking Permit Policy and Procedure Manual, as the same may be amended from time to time. Applicants for annual and temporary overnight parking permits shall be required to pay a nonrefundable administrative fee in an amount set by resolution of the City Council, a refundable deposit, and if found necessary by the permit officer, a bond or other security guaranteeing compliance with any conditions imposed in connection with the issuance of an annual permit shall also be required.
C. The provisions of paragraph A. above shall not apply to any vehicle bearing a valid annual, temporary or twenty-four (24) hour overnight parking permit provided the permittee is in compliance with all requirements necessary to the issuance and use of the permit.
D. It shall be unlawful for any person to affix an annual or temporary overnight parking permit to any vehicle other than that vehicle to which such permit was issued.

§ 10.24.040. Parking for longer than twelve (12) hours prohibited in city and city…¶
A. No person shall stop, stand or park a vehicle, other than a city-owned vehicle, in any city or city redevelopment agency-owned or operated off-street parking facility for a period of time longer than twelve (12) hours.
B. This section shall not apply to vehicles displaying a city-issued reserved parking space permit applicable to the parking structure or facility in which the vehicle is parked.

§ 10.24.050. Parking or standing of commercial vehicles in city-owned or operated…¶
A. Definitions.
"Commercial vehicle" as utilized in this section shall refer to commercial vehicles as defined in Cal. Veh. Code, § 260, as amended from time to time, or any successor provision or provisions thereof.
"Trailer" as utilized in this section shall refer to trailers as defined in Cal. Veh. Code, § 630, as amended from time to time, or any successor provision or provisions thereof.
"Semitrailer" as utilized in this section shall refer to semitrailers as defined in Cal. Veh. Code, § 550, as amended from time to time, or any successor provision or provisions thereof.
B. No person shall park or stand any commercial vehicle weighing in excess of six thousand (6,000) pounds, or any trailer or semi-trailer, in any city-owned or operated off-street parking facility or portion thereof, except while loading or unloading property, necessary to perform a service to or upon property immediately adjacent to such parking facility. Under no circumstances shall commercial vehicles weighing in excess of six thousand (6,000) pounds be parked, as authorized in this paragraph B., longer than is necessary to complete such loading, unloading or service.
C. No person shall park or stand any trailer or semitrailer in any city-owned or operated parking facility unless such trailer or semitrailer is then attached to a motor vehicle capable of drawing or carrying it upon the public streets and highways.
D. No person shall park or stand any vehicle in any city-owned or operated parking facility except within marked parking spaces.

§ 10.24.060. Parking of vehicles in city and city redevelopment agency-owned or…¶
A. The parking or standing of vehicles in city and city redevelopment agency-owned or operated off-street parking facilities is hereby prohibited as follows:
No person shall stop, park, or leave standing any vehicle except within a marked parking stall.
No person shall stop, park, or leave standing any vehicle in any parking stall or area designated and posted for the exclusive parking of city employees, residents with cityissued reserved parking space permits and/or city-owned vehicles.
No person shall stop, park, or leave standing any vehicle in an area designated and posted for loading, parking/no stopping, fire lane, and the like.
No person shall stop, park, or leave standing any vehicle in excess of specified time limits designated and posted for any parking stall or area.
Any vehicle left parked or standing in violation of the terms of this section shall be subject to being towed and removed pursuant to the regulations set forth in the California Vehicle Code pertaining to the towing of vehicles from public streets and property.
B. The City Traffic Engineer is hereby authorized to establish and post signs and/or mark curbs or pavement designating parking regulations and time limits for off-street facilities regulated by this section.

§ 10.24.070. Parking restrictions for street sweeping purposes.¶
A. Prohibition. For purposes of street sweeping, parking is prohibited between the hours of 8:00 a.m. and 2:00 p.m., on the City streets, or portions thereof, and on those days, as are set forth in a resolution of the City Council.
B. Exemptions. A disabled person or disabled veteran displaying special license plates issued pursuant to Cal. Veh. Code § 5007 or a valid disabled person placard issued pursuant to Cal. Veh. Code §§ 22511.55 or 22511.59 may park on a City street during posted streetsweeping hours without penalty. This exemption shall also apply to a disabled person or disabled veteran displaying current special license plates or a disabled person placard validly issued by another state or foreign jurisdiction.
C. Exceptions. The exemptions in subsection B of this section do not apply in any of the following situations:
On streets where stopping, standing, or parking is completely prohibited by state law or local ordinance.
In areas of streets reserved for special types of vehicles, such as bus zones, taxi zones, commercial loading zones, or other restricted-use spaces.
When the parked vehicle is being used in the operation of a street-vending business.
D. The penalty for parking in violation of this Section shall be a fine in such amount as established by resolution of the City Council.
