10.48 — PEDESTRIANS

§ 10.48.010. Establishment, designation and maintenance of crosswalks.¶
The City Traffic Engineer shall establish, designate and maintain crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway in accordance with the California Department of Transportation's Uniform Traffic Manual. § 10.48.020. Use of crosswalks required.¶
No pedestrian shall cross a roadway other than by a crosswalk in the central traffic district or in any business district.

§ 10.48.030. Crossing roadways at right angles.¶
No pedestrian shall cross a roadway at any place other than by a route at right angles to the curb or by the shortest route to the opposite curb except in a marked crosswalk. (1961 Code, § 14.48; Ord. 223)
§ 10.48.040. Standing in roadways.¶
No person shall stand in any roadway other than in a safety zone or in a crosswalk if such action interferes with the lawful movement of traffic. This section shall not apply to any public officer or employee, or employee of a public utility when necessarily upon a street in line of duty. (1961 Code, § 14.49; Ord. 223)
§ 10.48.050. Walking across or along freeways.¶
No pedestrian shall walk across or along any street established as a freeway, as defined by Cal. Veh. Code, § 21960, except in space set aside for the use of pedestrians, provided official signs are in place giving notice of such restrictions. (1961 Code, § 14.50; Ord. 223)
§ 10.48.060. Standing or sitting on, or occupying center medians prohibited.¶
A. No person shall stand or sit upon, or otherwise occupy a center median for any purpose other than to do so temporarily while lawfully crossing any roadway. For purposes of this section “center median” shall mean and refer to that portion of a highway, not less than two (2) feet in width, which is painted or raised, and which separates the roadway for traffic in opposite directions.
B. It shall be unlawful for any person to violate any provision, or fail to comply with any of the requirements, of this section. Any person violating any provision of this section or failing to comply with any of its requirements shall be deemed guilty of an infraction and upon conviction thereof shall be punished by a fine not exceeding one hundred ($100) for a first violation; a fine not exceeding two hundred ($200) dollars for a second violation within one (1) year; and a fine not exceeding five hundred ($500) dollars for each additional violation within one (1) year.
C. A violation of any of the provisions of this section shall constitute a nuisance and may be abated by the city through civil process by means of restraining order, preliminary or permanent injunction, or in any other manner provided by law for the abatement of such nuisance.
