12.16.010. - Street defined.¶
As used in this chapter, the term "street" includes all avenues, alleys, courts and other public passageways provided for the passage of vehicular traffic.

12.16.020. - House defined.¶
As used in this chapter, the term "house" includes residence, dwelling house, business house and all other structures, private garages excepted, fronting on any street in the city.

12.16.030. - Block defined.¶
As used in this chapter, the term "block" means that portion of the frontage on any street to which has been assigned by the building inspector of the city for house numbering purposes the appropriate 100 series as determined by the building inspector.

12.16.040. - House numbers required.¶
All houses and other buildings fronting on streets in the city, private garages excepted, shall be numbered as provided in this chapter.

12.16.050. - Baselines.¶
Main Street, extending from the southerly city limits to the northerly city limits shall constitute the baseline for numbering of houses and other structures on streets running east and west, and Line Street, extending from the easterly city limits to the westerly city limits shall constitute the baseline for numbering of houses and other structures on streets running north and south in the city.

12.16.060. - Easterly-westerly direction; facing north.¶
All houses and other structures located upon streets running in an easterly and westerly direction and facing the north shall bear even numbers.

12.16.070. - Northerly-southerly direction; facing west.¶
All houses and other structures located upon streets running in a northerly and southerly direction and facing the west shall bear even numbers.

12.16.080. - Easterly-westerly direction; facing south.¶
All houses and other structures located upon streets running in an easterly and westerly direction and facing the south shall bear odd numbers.

12.16.090. - Northerly-southerly direction; facing east.¶
All houses and other structures located upon streets running in a northerly and southerly direction and facing the east shall bear odd numbers.

12.16.100. - Numbers on streets running northerly and southerly.¶
All houses and other structures fronting on streets running in a northerly and southerly direction shall be numbered from the baseline. Such numbers shall be 100 at the baseline and not to exceed 199 at the end of the first block, either north or south of the baseline, 200 at the beginning and not to exceed 299 at the end of the second block, either north or south of the baseline, and so continuing to the city limits. Such system shall be followed in numbering of all houses on streets running north and south in the city.

12.16.110. - Numbers on streets running easterly and westerly.¶
All houses and other structures fronting on streets running in an easterly and westerly direction shall be numbered from the baseline. Such numbers shall be 100 at the baseline and not to exceed 199 at the end of the first block, either east or west of the baseline, 200 at the beginning and not to exceed 299 at the end of the second block either east or west of the baseline, and so continuing to the city limits. Such system shall be followed in numbering of all houses on streets running east and west in the city.

12.16.120. - Houses not located on blocks intersecting baselines.¶
All houses in any blocks located upon streets which do not intersect the baselines used for numbering shall bear the 100 number of the corresponding block nearest the same location and which is located upon a street which does intersect the baseline.

12.16.130. - Distance unit for determining numbers.¶
In each block the unit of distance for determining the last figures of the appropriate house number to be used shall not exceed 20 feet. From the corner of each block nearest its respective baseline each 20 feet of frontage shall be given a number; except, that where lots vary from 20 feet in width, such lots shall be numbered to conform to the size of the lot. Fractions may be used if necessary to designate a house or other structure located on a fractional part of a 20-foot frontage.

12.16.140. - Structures in rear of numbered houses.¶
No house number shall be assigned or used to identify any house or other structure which is located to the rear of any house or structure which faces on any street.

12.16.150. - Designation of numbers by building inspector.¶
The building inspector of the city shall designate the house numbers to be established in conformity with the provisions of this chapter. Such number, when established and assigned by the building inspector, is the official number of the particular property in connection with which such number has been established.

12.16.160. - Notification of proposed construction.¶
After the official house number has been established for property fronting on any street, as provided in this chapter, the owner of such property or the person in possession of such property proposing to construct any house, store, storeroom or building thereon, before commencing such construction shall notify the building inspector in writing of the proposed construction, together with the legal description of the property upon which such house, store, storeroom or building is to be constructed. The building inspector shall then notify the owner of such property or the person in possession thereof of the official number established for such property. The owner of such property or the person in possession thereof shall, within ten days after being notified of the correct number, place the number upon the premises in the manner provided in section 12.16.170. The number shall be permanently affixed to the premises within ten days after the completion of the construction.

12.16.170. - Size, material and location of numbers.¶
The numbers which the building inspector has assigned to buildings pursuant to this chapter shall be placed conspicuously on such buildings. The number plate or number placed upon any house or building shall be metal, wood or a satisfactory substitute therefor, or the number may be painted on the front of the building, doorpost, transom or other conspicuous place. The numbers shall each be at least three inches in height and of corresponding width.

12.16.180. - Map of numbering system.¶
A map or plan, specifically setting forth a numbering system as described in this chapter, has been filed in the office of the city building inspector. Such map or plan on file is hereby referred to and made a part of this chapter and reference is made thereto for further particulars.
