8-1-101: CITY PARKS DESIGNATED:

The following areas within the city are hereby designated as public parks for the recreational use of the public:

Arnaz Minipark, on Arnaz Drive, north of Wilshire Boulevard and south of Clifton Way;

Beverly Gardens Park, extending from the westerly city limits along the northerly side of Wilshire Boulevard to the intersection of Santa Monica Boulevard, thence along the northerly side of Santa Monica Boulevard, including the three (3) blocks between Rodeo Drive, Crescent Drive, Park Way, and Santa Monica Boulevard, and extending to the easterly city limits;

Coldwater Canyon Park, which includes the area north and south of Coldwater Canyon Drive at the intersection of North Beverly Drive;

Crescent Minipark, on Crescent Drive, north of Wilshire Boulevard and south of Clifton Way;

Greystone Park, north of Doheny Road and west of Loma Vista Drive, and with the main entrance from Loma Vista Drive;

Hamel Minipark, on Hamel Drive, south of Charleville Boulevard and north of Gregory Way;

La Cienega Park, between Le Doux Road, Olympic Boulevard, Schumacker Drive, and Gregory Way;

Maltz Minipark, on Whittier Drive, south of Sunset Boulevard and north of Lomitas Avenue;

Oakhurst Minipark, on Oakhurst Drive, south of Wilshire Boulevard and north of Charleville Boulevard;

Reeves Minipark, on Reeves Drive, south of Wilshire Boulevard and north of Charleville Boulevard;

Rexford Minipark, on Rexford Drive, south of Burton Way and north of Dayton Way;

Roxbury Memorial Park, on Olympic Boulevard between the westerly city limits and Roxbury Drive;

8-1-102: RECREATIONAL ACTIVITY:

Recreational activity in any of the designated public parks, use of such parks, and city sponsored recreational activity at any facility leased from the Beverly Hills school district, shall be under the direction and control of the director of recreation and parks. 8-1-103: HOURS OF OPERATION:

A. The following public parks shall be closed between dusk and eight o'clock (8:00) A.M. of each day: Arnaz Minipark, Crescent Minipark, Hamel Minipark, Maltz Minipark, Oakhurst Minipark, Reeves Minipark, and Rexford Minipark.

B. The following parks shall be closed between the hours of ten o'clock (10:00) P.M. and six o'clock (6:00) A.M. each day: Beverly Gardens Park, Coldwater Canyon Park, La Cienega Park, Roxbury Memorial Park, and Will Rogers Memorial Park.

C. Greystone Park shall be closed between the hours from six o'clock (6:00) P.M. to ten o'clock (10:00) A.M. of each day.

D. Use of the public parks at times other than those specified in this section may be authorized by a special permit issued by the director of recreation and parks pursuant to rules and regulations issued under section 8-1-107 of this chapter. 8-1-104: RESTRICTIONS APPLICABLE TO USE OF PARK AND RECREATIONAL FACILITIES:

The following conduct or activity shall be prohibited in the use of any park or recreational facility:

A. Making or kindling any fire except in designated barbecues provided by the city;

B. Engaging or participating in any game or activity which may create hazard or danger to other persons or property, including, but not limited to, baseball, driving of golf balls, engaging in model airplane flying; provided further, any such activity is permissible within any area which is specifically designated for such activity;

C. Consumption of any alcoholic beverage, unless authorized under a special permit issued by the director of recreation and parks pursuant to rules and regulations issued under section 8-1-107 of this chapter;

D. Riding any bicycle, skateboard, roller skates, or similar type of device except where such activity is specially authorized by posted signs;

E. Obstructing, interfering with, or loitering, in a manner which interferes with the use or purpose of any recreation facility;

F. Using any recreation or park facility for the purpose of tennis or golf instruction for compensation; or the use of more than six (6) tennis balls by two (2) or more persons in any tennis court, with the exception of city sponsored tennis instruction;

G. Sponsoring or holding any organized gathering of fifty (50) or more persons in any park, unless authorized by special permit issued by the director of recreation and parks pursuant to rules and regulations adopted under section 8-1-107 of this chapter. 8-1-105: SPECIAL RESTRICTIONS APPLICABLE TO GREYSTONE PARK:

Recreational uses of Greystone Park shall be limited principally to the enjoyment and appreciation of the cultural and aesthetic values of its grounds, gardens, structures, and view and to such other programs and events which will enhance community enjoyment and appreciation of the cultural arts. To achieve this objective, in addition to the restrictions imposed by section 8-1-104 of this chapter, the following additional conduct and activities shall be prohibited in Greystone Park, unless such activity is authorized by special permit issued pursuant to rules and regulations issued by the director of recreation and parks under section 8-1-107 of this chapter:

A. Picnicking or food consumption;

B. Engaging or participating in organized physical games, including, but not limited to, baseball, football, or similar activity, or the throwing of balls or other objects;

C. Using any noise producing hobby or sports equipment or devices;

D. Using any type of public address system, loudspeaker, or any electrically powered musical instrument;

E. Dogs shall be prohibited, except authorized guide dogs while assisting the visually impaired. (1962 Code § 2-7.01.1; amd. Ord. 17-O-2722, eff. 2-10-2017)

8-1-106: RESTRICTIONS AND PRIORITIES ON LEASED USE OF CITY RECREATIONAL FACILITIES:

Recreational facilities may be made available for rental for exclusive use when such facilities are not in use for city functions. Rental use of such recreational facilities shall be exclusively for recreational uses and purposes, and shall not be rented for business or religious functions. Fees for such use shall be established by council resolution, and such use shall comply with the rules and regulations issued by the director of recreation and parks pursuant to section 8-1-107 of this chapter. Priority for rental of such facilities shall be in the following order:

A. Beverly Hills residents;

B. Groups whose membership consists of fifty percent (50%) or more of Beverly Hills residents;

C. Groups whose membership consists partially of Beverly Hills residents, but less than fifty percent (50%) of such membership is Beverly Hills residents;

8-1-107: AUTHORITY TO ADOPT RULES AND REGULATIONS:

The director of recreation and parks shall designate rules and regulations pertaining to park and recreational facility use consistent with the provisions of this chapter; and upon council approval of such rules and regulations, the director is authorized and empowered to enforce such rules and regulations. Copies of such rules and regulations shall be made available at each recreational facility, and violation shall be subject to the penalties provided in title 1, chapter 3, article 1 of this code.
